Objectives

The primary objective of this tender is to procure a service provider capable of supplying and delivering firearms according to specified requirements. The aim includes addressing socio-economic matters by maximizing job opportunities and creating meaningful involvement of local SMMEs.

Scope

The scope encompasses the supply and delivery of various firearms and related security equipment, including:

• 8 PT92 9mm pistols (black)
• 3 shotguns: SXP12GA, DEFENDER HI-CAP
• 30 units of short gun ammunition (12BR NR6 32GR, rubber slug, gauge 12, brass 16mm, case 70mm, projectile rubber slug, weight 7g, range 25-50m, velocity 230m/s, box of 25)
• 20 Condor tactical leg holsters
• 10 SABS firearm safes (made of mild steel, with specified thickness for floor, roof, sides, and door)

The scope also includes compliance with security standards and submission of relevant licensing and proof of local office and residence.

Technical Requirements

• Firearms must meet specified specifications and quality standards.
• Firearm safes must be constructed from mild steel with minimum thickness requirements.
• Bidder must submit dealer’s license or letter of intent for resellers.
• Proof of office locality (municipal account, title deed, lease agreement) and proof of residence for directors or affidavits if residing in villages without municipal rates and taxes.
• Compliance with relevant legislation including the Municipal Finance Management Act, Supply Chain Management Policy, PPPFA, and procurement regulations 2022.

Skills and Competency Requirements

• Ability to supply firearms and security equipment according to technical specifications.
• Knowledge of firearm safety standards and legal licensing requirements.
• Experience in logistics and delivery of security equipment within stipulated timelines.
• Capacity to provide proof of local office and residence, demonstrating compliance with socio-economic objectives.
• Understanding of procurement legislation and regulations applicable to public sector tenders.
• Ability to complete and submit all mandatory documentation, including declarations, certificates, and preference claim forms.
