Objectives

The primary objective is to appoint a qualified service provider for a once-off maintenance and repair contract covering firefighting equipment at KwaMagwaza Hospital. The procuring entity seeks to restore, upgrade, and certify fire protection infrastructure to ensure continuous operational readiness, regulatory compliance, and staff/patient safety throughout the facility.

Scope of Work

The successful bidder will execute comprehensive after-service repairs and maintenance across the hospital site. Core deliverables include:

• Deploying competent personnel and supplying all necessary materials, tools, and equipment.
• Installing new dry compact powder (DCP) fire extinguishers (4.5kg and 9kg units) with instruction tapes.
• Replacing fire hose reel frames and supplying/fitting new hose reels with full plumbing accessories.
• Installing fire cabinets, fire horns with transparent covers, and designated assembly point poles.
• Conducting a compulsory site briefing and joint inspection with local firefighters upon completion.

Works must be planned to cause minimal disruption to hospital operations. The contractor must notify the institution two days prior to commencement and complete all tasks within two to three weeks of the official order issuance.

Technical Requirements

• All works must strictly comply with SANS 1200 standards and the Occupational Health and Safety Act (Act 85, 1993).
• Final inspections must be conducted and formally approved by the Chief Artisan and Systems Manager before handover.
• A minimum twelve-month guarantee applies to all equipment, materials, and workmanship, effective only upon successful testing and formal acceptance.
• Invoices must be accompanied by a Completion Certificate, Compliance Certificates, and Guarantee Certificates.
• All quoted prices must be firm, inclusive of VAT, transport, labour, and applicable duties, with no allowance for additional cost claims.

Skills and Qualification Requirements

Bidders must demonstrate proven capability and hold mandatory industry credentials to pass the initial evaluation stage:

• Construction Industry Development Board (CIDB) Grade 1 SF or higher.
• Valid SABS permit number.
• Current SAQCC Fire registration.
• At least one completion certificate for a similar firefighting equipment service contract.
• Skilled, competent tradespeople supervised by an authorized contractor representative.
• Proof of financial and operational capacity, particularly if quoted prices fall below market rates.
• Valid CIPC registration and B-BBEE certificate or sworn affidavit.

Key Terms and Unusual Requirements

After-Service Repairs: Refers to post-installation maintenance, servicing, and component replacement rather than initial system deployment. It focuses on restoring functionality, addressing wear-and-tear, and ensuring ongoing compliance with fire safety regulations.

SAQCC Fire Registration: A mandatory industry credential administered by the South African Qualifications Certification Council for Fire Protection. It verifies that the contractor meets national competency and training standards for fire protection works.

CIDB Grade 1 SF: The foundational construction industry grading tier specifically for Specialized Fireworks/Fire Protection works. It indicates baseline competency in fire safety installations and maintenance.

Preference Point System: An 80/20 scoring model applies, where 80 points are allocated for competitive pricing and 20 points for specific transformation goals. Full preference points are awarded to enterprises at least 51% owned by Black women.

Delay Penalties: A contractual penalty of 0.04% of the total contract value will be deducted daily for each day the project exceeds the agreed completion timeframe, with the department reserving the right to cancel the contract for prolonged non-performance.
