Objectives

The primary objective is to procure reliable personal protective equipment (PPE) specifically engineered for use during autopsy procedures at the Pinetown Mortuary. The procurement aims to safeguard healthcare workers through durable, hygienic, and fully compliant surgical gowns while adhering to provincial health supply chain regulations and national preferential procurement frameworks.

Scope

This is a one-off supply contract covering the delivery of 1,100 units of reinforced surgical gowns in XXL size. The successful supplier must deliver all goods to the designated mortuary facility within a timeframe specified by the bidder. Pricing must remain firm for a 90-day validity period, and all delivery costs must be inclusive in the quoted price. The procurement follows a rigid four-stage evaluation process: administrative compliance, technical specification adherence, price and preference point calculation, and sample verification.

Technical Requirements

• Size & Fit: XXL dimensions with a round neck and Velcro-adjustable closure for secure fitting.
• Material Composition: Spun-bonded, non-woven fabric weighing approximately 54g/m²; cotton-based, latex-free, waterproof, and antistatic.
• Design Features: Long sleeves with medical cuffs, lightweight, breathable, and comfortable for extended wear.
• Safety & Performance: Reinforced panels in the chest and forearm areas; certified bacterial barrier efficiency.
• Quality Standards: Must comply with relevant SANS/SABS specifications. Products must be brand new, unused, and retain a minimum shelf life of six months post-delivery.
• Verification: A physical sample must accompany the quotation. Samples will be rigorously tested against specifications, particularly for top-scoring bidders.

Suppliers must demonstrate core commercial and logistical competencies, including reliable distribution networks, inventory management, tax compliance, and proficiency in preparing mandatory documentation (SARS PIN, CIPC registration, BBBEE certificates or sworn affidavits, and Central Supplier Database verification).

Notable Terms & Conditions

• 80/20 Preference Point System: Evaluation awards 80 points based on competitive pricing and 20 points for specific socio-economic goals, specifically promoting South African-owned enterprises. Claiming these points requires verifiable proof via CIPC or BBBEE documentation.
• Sample Submission Protocol: While an initial sample is requested, the institution reserves the right to demand additional samples from the highest-scoring bidders for independent testing. Failure to provide compliant samples results in immediate disqualification.
• Peremptory Compliance Stages: The tender utilizes a strict four-stage filtering process. Non-compliance at any stage (administrative, technical, pricing, or sample) automatically renders the bid non-responsive.
• Penalty & Termination Clauses: Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate. The purchaser retains the right to terminate contracts for default, impose public sector restriction penalties for up to ten years, and claim damages for substandard performance or fraudulent declarations.
