Objectives

The primary objective of this tender is to procure and supply high-quality single vision, bifocal, and reading glasses to Hlabisa Hospital to improve visual acuity and near vision for patients. The initiative aims to ensure the availability of suitable optical devices that meet specified standards and specifications, supporting the hospital's eye care services.

Scope

The scope of the tender includes:

• Supply and delivery of various types of spectacles including single vision, bifocals, and reading glasses.
• Provision of spectacle frames, lenses (organic, polycarbonate, high refractive index), and coatings (anti-reflection, photochromic).
• Supply of accessories such as replacement nose pads, screws, tinting options, and other repair/replacement parts.
• Provision of low vision devices like magnifiers and telescopes with specified magnifications.
• Adherence to technical specifications, quality standards, and packaging requirements.
• Delivery within specified timeframes, with provisions for returns of defective or incorrect orders.
• Compliance with procurement policies, including preference points and supplier registration requirements.

Technical Requirements

The technical specifications include:

• Complete spectacles sets comprising frames, lenses (various types and tints), and accessories.
• Frames must be metal or plastic, SABS approved, with flexi-temples, suitable for all face shapes and sizes, including children.
• Lenses must include organic, polycarbonate, and high refractive index options, with various tints and coatings.
• Availability of bifocal, multifocal, and ready-made spectacles with specified prescriptions and features.
• Low vision devices with specified magnifications and accessories.
• All products must conform to HTS specifications, SANS/SABS standards, and be packaged appropriately.
• Delivery within two weeks of order receipt, with systems for verification and quality control at the lab.
• Provision of samples upon request, with mandatory site inspections and compliance with specifications.

Skills Requirements

The supplier must demonstrate:

• At least five (5) years of experience as a supplier of optical devices.
• Current registration of employed optometrists or dispensing opticians with the HPCSA.
• Capability to package spectacles in standard vinyl cases, label accordingly, and handle returns efficiently.
• Ability to supply a range of spectacle frames, lenses, and accessories as per detailed specifications.
• Expertise in providing low vision devices and accessories with specified magnifications.
• Compliance with all technical, quality, and contractual standards, including timely delivery and after-sales support.
