Objectives

The primary objective is to appoint a suitably qualified service provider for a three-month short-term rental of two tractors fitted with slashers, including operators. The appointment aims to ensure uninterrupted grass-cutting operations, improve service delivery under the municipality's Rapid Response Programme, and provide reliable equipment that complies with all applicable legislative and safety requirements for parks and cemeteries.

Scope of Work

The successful bidder shall be required to:

• Supply two (2) 2WD tractors fitted with heavy-duty slashers.
• Provide two (2) suitably qualified and licensed operators.
• Deliver services for a fixed period of three (3) months.
• Perform routine servicing, preventative maintenance, and repairs at no additional cost.
• Replace any tractor that is out of service for more than 24 hours.
• Supply all necessary lubricants and oils throughout the contract period.
• Maintain comprehensive insurance coverage for both equipment and operators.
• Ensure strict compliance with Occupational Health and Safety regulations.
• Guarantee that all machinery remains roadworthy, mechanically sound, and fully available.
• Respond promptly to emergency grass-cutting operations when instructed by the municipality.

Fuel will be supplied separately by the municipality. All other costs are fixed and inclusive for the contract duration.

Technical Requirements

Bidders must meet the following minimum specifications:

• Equipment Type: 2WD Tractor complete with Heavy-Duty Rotary Slasher.
• Quantity: Two (2) units.
• Condition: Good operational condition, fully serviced, and roadworthy.
• Engine: Diesel-powered.
• Slasher Capability: Heavy-duty rotary design suitable for municipal environments including parks, cemeteries, road reserves, and open spaces.
• Maintenance Coverage: All servicing, repairs, and replacement parts must be included in the quoted rate.
• Compliance: Equipment must comply with the National Road Traffic Act, Occupational Health and Safety Act, and applicable South African National Standards (SANS).
• Pricing Structure: Fixed monthly rates covering equipment, operators, insurance, and maintenance for three months. No hidden fees or additional claims are permitted.

Skills Requirements

The tender mandates that each tractor be operated by one suitably qualified, experienced, and licensed individual. Operators must possess valid driving credentials, proven experience operating agricultural or municipal tractors and slasher attachments, and a thorough understanding of workplace health and safety protocols. The service provider must also demonstrate administrative capability to manage maintenance schedules, insurance documentation, and rapid replacement logistics.

• Corporate Social Investment (CSI) Levy: A mandatory 2% deduction applied to all payable invoices. Funds are directed toward municipal community development projects, including education, socio-economic programs, sports, arts, and support for marginalized groups.
• Preferential Procurement (80/20 or 90/10 System): A South African procurement evaluation framework where scoring is split between price (80 or 90 points) and transformation goals (20 or 10 points). Bidders can claim up to 20 points by demonstrating at least 51% black ownership and 51% female ownership.
