Objectives

The primary objective of this tender is to establish a 36-month contract for recycling services at Ngwelezane Hospital and associated clinics. The service aims to reduce waste sent to landfills, promote environmental sustainability, generate revenue through the sale of recyclable materials, and ensure proper waste management in line with hospital waste policies.

Scope

The scope includes:

• Onsite sorting and collection of recyclable materials such as cardboard, plastics, paper, cans, and bottles from Ngwelezane Hospital and 15 clinics for a period of 1 year, extendable to 3 years.
• Provision of trained waste attendants responsible for waste management, onsite separation, and collection.
• Supply of containers including bulk bags, fiber boxes, and other necessary waste collection equipment.
• Destruction of confidential records (e.g., radiology films) with certification.
• Monthly collection, weighing, and reporting of recyclable waste quantities.
• Adherence to health and safety standards and environmental regulations.

Technical Requirements

The technical requirements include:

• Implementation of onsite sorting and collection of specified recyclable items.
• Use of trained waste attendants equipped with personal protective equipment (PPE), immunized against hepatitis B and tetanus.
• Provision of containers for recyclable waste and maintenance thereof.
• Regular cleaning, disinfection, and safety measures at waste holding areas.
• Provision of transportation and documentation (waybills, certificates) for recyclable loads.
• Compliance with environmental management standards, waste act regulations, and ISO 14001 certification.
• Monthly reporting of waste quantities and payment processing based on generated revenue.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in waste management and recycling services, particularly in healthcare or similar environments.
• Ability to provide trained waste attendants with appropriate PPE and immunizations.
• Capacity to supply and maintain waste collection containers and transportation logistics.
• Knowledge of environmental legislation, health and safety protocols, and waste disposal standards.
• Capability to generate accurate monthly reports and handle revenue collection from recyclable materials.
• Compliance with procurement policies, including preference points and mandatory documentation.
