Objectives

The primary objective of this tender is to secure a cleaning service contract for the Bloemfontein Regional Justice facility for a period of 6 months. The contract aims to ensure the provision of comprehensive cleaning services to maintain a hygienic, safe, and well-maintained environment in accordance with specified standards and requirements.

Scope

The scope of work includes:

• Provision of cleaning services across all designated areas within the Bloemfontein Regional Justice premises, covering approximately 4,450 m².
• Daily cleaning tasks such as dusting, sweeping, mopping, window cleaning (including high windows), toilet and ablution cleaning, rubbish removal, and cleaning of furniture, floors, walls, ceilings, stairs, elevators, and other specified areas.
• Specialized cleaning activities including high-rise window washing, carpet cleaning, and maintenance of floors and carpets.
• Supply of all cleaning equipment, tools, consumables, and protective gear necessary for the execution of the services.
• Adherence to health, safety, and environmental regulations throughout the contract duration.

Technical Requirements

The technical requirements include:

• Provision of adequately trained and experienced cleaning staff, with minimum staffing levels of five full-time cleaners.
• Supply and maintenance of industrial-grade cleaning machinery and equipment, including vacuum cleaners, floor polishers, high-rise window cleaning tools, and carpet washing machines.
• Use of SABS-approved cleaning chemicals and consumables that are safe and environmentally friendly.
• Implementation of a comprehensive health and safety plan, including risk assessments, PPE provision, and safety signage.
• Adherence to specified cleaning schedules and quality standards, with regular inspections and reporting.
• Compliance with all relevant legislation, including Occupational Health and Safety Act, COIDA, and environmental regulations.
• Participation in site inspections and adherence to the specifications outlined in the Terms of Reference.

Skills Requirements

The tenderer must demonstrate:

• Experience in providing cleaning services for similar government or large institutional facilities.
• Qualified supervisory personnel with knowledge of cleaning operations, health and safety protocols, and equipment maintenance.
• Ability to supply and operate industrial cleaning machinery and tools effectively.
• Knowledge of health, safety, and environmental compliance standards.
• Capacity to manage personnel, ensure proper training, and maintain high standards of hygiene and professionalism.
• Proven track record of delivering quality cleaning services within budget and time constraints.
