Objectives

The primary objective of this tender is to establish a 36-month cleaning service contract for the Reitz Magistrate Office, ensuring consistent, high-quality cleaning services over the contract period to maintain a clean, safe, and hygienic environment in accordance with specified standards and requirements.

Scope

The scope encompasses comprehensive cleaning services at the Reitz Magistrate Office, including but not limited to dusting, cleaning of open areas, blinds, doors, windows (interior and exterior), entrance and reception areas, offices, meeting rooms, hallways, toilets, kitchens, parking areas, basements, prisoner holding cells, and other specified areas. The contractor must supply all labor, equipment, cleaning materials, and consumables, and adhere to specified service times and standards for daily, weekly, and periodic cleaning tasks over the 36-month period.

Technical Requirements

• Provision of cleaning services as per detailed specifications, including high-rise window cleaning, carpet cleaning, floor maintenance, and specialized cleaning services (e.g., deep cleaning, high-rise equipment).
• Supply and maintenance of all necessary cleaning machinery, tools, and equipment, compliant with safety and occupational health standards.
• Supply of approved cleaning chemicals, consumables, and protective clothing, ensuring health and safety compliance.
• Implementation of a Service Level Agreement (SLA) including employment of trained personnel, proper supervision, and adherence to health and safety regulations.
• Compliance with relevant legislation, including Occupational Health and Safety Act, COIDA, and environmental management protocols.
• Participation in site inspections, adherence to specified service times, and reporting protocols.
• Provision of a detailed Site Safety Plan and risk assessments prior to commencement.
• Adherence to quality standards, including inspection, testing, and rejection procedures for non-compliant supplies or services.

Skills Requirements

• Experience in providing cleaning services for government or similar institutional facilities.
• Qualified and trained personnel with knowledge of cleaning techniques, safety procedures, and equipment operation.
• Supervisory staff with relevant experience in managing cleaning teams and ensuring compliance with service standards and safety regulations.
• Knowledge of occupational health and safety legislation, environmental protocols, and quality assurance processes.
• Ability to prepare and implement site safety plans, risk assessments, and safety training for staff.
• Competence in maintaining records of safety, training, and incident reports.
• Capability to supply and maintain specialized cleaning equipment and chemicals, with proof of compliance and quality standards.
