Objectives

The primary objective is to enhance facility security and operational monitoring by repurposing an existing toilet into a functional control room and upgrading the guard house with high-security glazing. The project aims to improve safety compliance, streamline surveillance capabilities, and maintain uninterrupted healthcare delivery during construction.

Scope of Work

The contractor will execute a combined demolition, renovation, and security installation project at the designated health centre. Key deliverables include:

• Demolition and removal of the existing partition wall, ceiling boards, toilet fixtures, plumbing, skirting, and floor tiles.
• Structural adjustments to flooring and doors, followed by patching, plastering, painting, and ceiling replacement to match existing finishes.
• Replacement of the original toilet window with a standard office tinted window, alongside electrical upgrades including lighting, plug points, and floor tiling.
• Installation of burglar guards on the new control room door.
• Supply and installation of custom-sized bullet-resistant windows for the guard house, complete with aluminium frames, integrated speak-through modules, and tamper-proof mounting hardware.
• Daily removal and legal disposal of all construction debris in accordance with environmental regulations.

The entire project must be completed within two weeks of contract award. Strict adherence to minimal disruption protocols is required as the facility remains fully operational throughout the works.

Technical Requirements

All works must comply with the Occupational Health and Safety Act, National Building Regulations, and relevant SABS standards. The bullet-resistant windows must feature 38mm laminated armour glass certified to withstand handgun threats, supplied as pre-assembled units ready for drop-in installation. Electrical installations must meet standard commercial specifications. The contractor is required to conduct testing and commissioning prior to formal handover to facility management and engineering officials. A twelve-month guarantee covers all materials, workmanship, and installed equipment. Bidders must hold a CIDB SO Level 1 rating and maintain active registration on the Central Supplier Database and Provincial Suppliers Database. Subcontracting is strictly prohibited.

Skills and Qualification Requirements

The successful bidder must deploy competent, trade-skilled personnel supervised by a qualified site representative. A bricklayer must hold current accreditation from the Quality Council for Trades and Occupations. The contractor is mandated to employ at least ninety percent local unskilled labour from the Mooi River district. Demonstrable capacity requires submission of proof of experience, specifically two completed purchase orders and completion certificates for comparable state-funded infrastructure projects. All pricing must be firm, inclusive of transport, labour, and statutory taxes, with payment processed within thirty days of compliant invoice submission.

Local Labour Quota

A socio-economic procurement requirement mandating that the majority of unskilled workforce be sourced from the immediate municipal area to stimulate local employment and community development.

No Subcontracting Clause

A strict contractual provision requiring the awarded entity to perform all obligations directly using its own staff, preventing delegation to third-party firms and ensuring direct accountability.
