Objectives

The primary objective of this tender is to appoint a qualified service provider to render a Personnel Provision Service for Mossel Bay Municipality, covering staffing requirements for various functions including traffic control, security, cleaning, beach patrols, refuse removal, and related safety services, from the award date until 30 June 2029.

Scope

The scope encompasses the provision of personnel and associated services across multiple departments and locations, including:

• Traffic control at designated intersections and points within Mossel Bay.
• Security services at beaches, parking areas, and municipal premises, including gate guards, patrols, and beach safety officials.
• Refuse removal and waste management support.
• Refuse data capturing and administrative support.
• Provision of labourers for various municipal tasks.
• Implementation of health & safety standards, including training, supervision, and incident management.
• Operational logistics such as transportation, communication, and equipment provision.

The services are required seasonally (mainly December to January) and continuously until June 2029, with specific duties, hours, and personnel numbers detailed per activity.

Technical Requirements

The technical requirements include:

• Provision of adequately trained and qualified personnel, including security guards with Grade C certificates, traffic controllers, beach patrol officials, and safety officials.
• Personnel must wear prescribed uniforms, reflective clothing, and carry communication devices (e.g., radios, cell phones).
• Vehicles and equipment must comply with safety standards, be in good working condition, and suitable for the tasks.
• Implementation of safety procedures, risk assessments, method statements, and incident reporting as per the Service Provider Health & Safety Specification (SPHSS).
• Adherence to occupational health and safety legislation, including PPE use, signage, fire safety, and hazard management.
• Provision of emergency response, first aid, and COVID-19 management protocols.
• Compliance with municipal policies, including labour, environmental, and safety regulations.

Skills Requirements

The skills and qualifications required for personnel include:

• Security personnel must possess a Grade C security certificate and be trained in safety and emergency procedures.
• Traffic controllers and beach officials should have relevant experience and competency certificates.
• Personnel must be able to communicate effectively in at least two of the three official languages of the Western Cape.
• Supervisors must have at least two years of relevant management experience in personnel provisioning and safety management.
• All staff must be familiar with safety protocols, hazard identification, and incident reporting.
• Labourers and EPWP workers should have basic training and understanding of municipal safety standards.

Additionally, the service provider must demonstrate relevant experience in managing similar personnel provisioning projects, with documentary proof and references, to qualify for evaluation scoring.
