Objectives

The primary objective of this tender is to appoint registered counsellors, social workers, and psychologists to provide counselling services to Mossel Bay Municipality officials for the period from 1 July 2026 to 30 June 2027. The services aim to support the mental health and well-being of municipal employees through face-to-face counselling sessions, workshops, and group interventions as required.

Scope

The scope includes:

• Provision of face-to-face counselling sessions, including trauma, drug, alcohol dependency, and general counselling.
• Conducting workshops on various topics as communicated by the municipality.
• Delivery of group counselling and workshops as specified.
• Consultations to be conducted at municipal facilities within the Mossel Bay area, with services ordered as needed and on short notice.
• Provision of reports and documentation within specified timeframes post-consultation.

Technical Requirements

The technical requirements specify that:

• Service providers must be registered and qualified practitioners in their respective fields, with proof of qualifications and registration certificates submitted with the bid.
• Consultations must be face-to-face, with confirmation of appointments within two working days and within one week of request.
• Services should include trauma, group counselling, and workshops, with specific topics communicated by the municipality.
• Service providers must be willing to provide services at municipal facilities and on short notice.
• Reports and results of consultations must be delivered within one week after each session.
• Minimum quantities of patients may be required for specific services, with the municipality reserving the right to source services elsewhere if minimums are not met.

Skills Requirements

The tender mandates that:

• Applicants must be registered counsellors with the Health Professions Council of South Africa (HPCSA) or the Association for Counsellors in South Africa (ASCHP), social workers registered with SACSSP, or psychologists registered with HPCSA.
• Only qualified practitioners or registered social workers/psychologists are eligible to deliver services.
• Service providers must demonstrate their ability to deliver face-to-face counselling and workshops effectively.
• Applicants should have experience in trauma, addiction, and general counselling, with proven competence in handling short-notice requests.
• Key personnel involved must provide proof of registration and qualifications as part of the bid submission.
