Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive gardening maintenance services at Mokopane Magistrate Office for a period of twelve (12) months on a month-to-month basis. The services aim to ensure the upkeep, safety, and aesthetic appeal of the premises through activities such as pruning, weed control, lawn maintenance, pest control, and general garden care.

Scope

The scope of work includes, but is not limited to:

• Removal of dead plants, pruning of trees, shrubs, palms, and overgrown vegetation.
• Creation of firebreaks outside the fence line.
• Supply and application of horticultural materials such as compost, fertilizers, herbicides, pesticides, seedlings, and mulching.
• Control of invasive plant species through cutting, poisoning, and manual removal.
• Routine garden maintenance including lawn mowing, flowerbed upkeep, and seasonal planting.
• Maintenance of hard landscaping structures and cleaning of gutters and pavements.
• Irrigation management using manual methods, including supply of hoses and fittings.
• Pruning of trees and shrubs to maintain health and aesthetics.
• Pest and weed control, including chemical and mechanical methods.
• Refuse removal and bush clearance in undeveloped areas.
• Monitoring and maintaining the overall health and safety standards of the garden environment.

Technical Requirements

The technical requirements encompass:

• Compliance with all applicable legislation including Occupational Health and Safety Act, Environmental Acts, and relevant standards (e.g., SANS).
• Security clearance for all personnel involved, including submission of necessary documentation such as company registration, ID copies, tax clearance, and fingerprints.
• Provision of all tools, machinery, and materials necessary for garden maintenance, with machinery to be petrol-powered and well-maintained.
• Adherence to specified service times (daily from 07:00 to 15:30, with restrictions on weekend work unless authorized).
• Implementation of safety measures, including PPE provision and signage.
• Proper disposal of waste and adherence to environmental regulations.
• Regular reporting, record-keeping, and site inspections as per contract conditions.

Skills Requirements

The successful bidder must demonstrate:

• Qualified personnel with experience in horticulture, landscaping, and garden maintenance.
• Competence in operating and maintaining gardening equipment and machinery.
• Knowledge of pest and weed control, including safe handling of chemicals.
• Ability to implement environmental and safety standards effectively.
• Capacity to manage security protocols and coordinate with site management.
• Proven track record in similar government or institutional gardening projects.
• Effective communication skills for reporting and liaising with the department’s representatives.
