Objectives

The primary objective of this tender is to appoint a service provider to render comprehensive gardening and horticultural services at the Praktiseer Magistrate Office for a period of twelve (12) months on a month-to-month basis. The aim is to ensure the maintenance, beautification, and safety of the premises through professional horticultural practices, including pruning, weed control, lawn maintenance, and related landscaping activities.

Scope

The scope of work includes, but is not limited to:

• Removal of dead plants, pruning of trees, shrubs, palms, and overgrown vegetation.
• Creation of firebreaks outside the fence line.
• Supply and application of horticultural materials such as compost, fertilizers, herbicides, pesticides, seedlings, and mulching.
• Control of invasive plant species through cutting, poisoning, and manual removal.
• Regular garden maintenance activities including lawn mowing, flowerbed upkeep, and plant replanting.
• Maintenance of hard landscaping structures, gutters, and pavements.
• Irrigation management, including manual watering of plants and trees.
• Pest and weed control, adhering to safety and environmental standards.
• Transplanting of bedding plants and division of overgrown plants.
• Pruning of trees and shrubs to maintain health and aesthetics.
• Cleaning of gutters, drainage channels, and removal of garden refuse.

The contractor must supply all tools, equipment, and materials necessary for the execution of the scope of work, with no electricity provided by the department for machinery operation. The work must comply with relevant legislation, standards, and safety regulations.

Technical Requirements

• Adherence to Occupational Health and Safety Act, 1993, and other relevant legislation.
• Security clearance for all personnel involved, including background checks and certification.
• Provision of suitable gardening tools and machinery, maintained in good working condition.
• Use of approved chemicals and pesticides, with certified operators where applicable.
• Implementation of environmentally sustainable practices, including proper waste disposal and invasive species control.
• Regular site inspections and reporting, including attendance registers and job cards.
• Provision of personal protective equipment (PPE) for all workers, branded with the company logo as per specifications.
• Compliance with site access protocols, security arrangements, and conduct requirements.

Skills Requirements

• Qualified horticulturists or landscapers with experience in municipal or institutional garden maintenance.
• Supervisors with at least a National Diploma or NQF Level 6 in Horticulture or Landscaping.
• Personnel trained in pest control, pesticide application, and safety procedures.
• Workers proficient in the use of gardening tools, machinery, and safety equipment.
• Knowledge of environmental legislation, safety standards, and best practices in horticulture.
• Ability to prepare and maintain site documentation, including attendance registers, job cards, and progress reports.
• Effective communication skills for liaising with site managers and security personnel.
