Objectives

The primary objective of this tender is to secure a service provider for the rendering of twelve (12) months gardening maintenance and related horticultural services at Sekgosese/Morebene Magistrate Office on a month-to-month basis. The goal is to ensure the upkeep, landscaping, and maintenance of the specified area in accordance with the provided standards and specifications.

Scope

The scope of work includes:

• Removal of dead plants, pruning of trees, branches, palms, and shrubs, and creating firebreaks outside the fence.
• Supply of horticultural materials such as compost, lawn dressing, seedlings, fertilizers, herbicides, pesticides, and mulching.
• Control of invasive plants through cutting, poisoning stumps, and manual removal.
• Regular garden maintenance including lawn care, flowerbed upkeep, and plant replanting.
• Maintenance of hard landscaping structures, gutter cleaning, and pavement upkeep.
• Pruning of plants, trees, and shrubs according to seasonal requirements.
• Irrigation management, including manual watering of plants and trees.
• Pest control measures for plants and lawns.
• Transplanting of bedding plants and maintaining the dam wall around trees.
• Maintenance of lawns, including mowing, trimming, fertilization, and weed control.
• Rubbish and refuse removal, bush clearance, and control of weeds on hard surfaces and open spaces.

Technical Requirements

The technical requirements include adherence to:

• Occupational Health and Safety Act, 1993
• Government Immovable Asset Management Act, 1993
• Public Finance Management Act, 1999
• Broad-Based Black Economic Empowerment Act, 2003
• National Water Act, 1998
• Environmental legislation including NEMA and related regulations
• Standards set by SABS and other relevant authorities
• Security clearance for all personnel involved in the project
• Proper supply and maintenance of gardening tools and equipment in compliance with OHSA regulations
• Implementation of safety signage, PPE, and hazard control measures during service delivery

Skills Requirements

The tenderer must demonstrate:

• Qualified personnel with a minimum of NQF Level 6 in Horticulture or Landscaping for the project manager.
• Experience in garden maintenance, pruning, pest control, irrigation, and landscaping.
• Ability to supply and maintain all necessary gardening tools, machinery, and equipment.
• Knowledge of environmental and safety regulations applicable to horticultural services.
• Capacity to provide trained, trustworthy staff, including unskilled labor, with proper supervision and reporting mechanisms.
• Proficiency in handling chemicals such as herbicides and pesticides safely and in accordance with legislation.
• Ability to implement and monitor pest control, weed management, and irrigation systems effectively.
• Strong adherence to health, safety, and security protocols, including security clearance for all staff.
