Objectives

The primary objective of this tender is to appoint a qualified service provider to render twelve (12) months of gardening maintenance and horticultural services at Sekhukhune Magistrate Office on a month-to-month basis, ensuring the upkeep, landscaping, and maintenance of the premises in accordance with specified standards and regulations.

Scope

The scope of work includes, but is not limited to:

• Removal of dead plants, pruning of trees, shrubs, palms, and overgrown vegetation.
• Creation of firebreaks outside the fence line.
• Supply and application of horticultural materials such as compost, lawn dressing, seedlings, fertilizers, herbicides, pesticides, and mulching.
• Control of invasive plant species through cutting, poisoning stumps, and manual removal.
• Routine garden maintenance including lawn mowing, flowerbed upkeep, and plant replanting.
• Maintenance of hard landscaping structures, gutters, and pavements.
• Irrigation management, including manual watering of plants and trees.
• Pruning of plants and trees according to seasonal requirements.
• Control of pests and diseases on plants and lawns.
• Maintenance of lawns, including mowing, fertilization, and weed control.
• Rubbish and refuse removal, bush clearance, and general cleaning of the garden areas.

Technical Requirements

The technical requirements include adherence to:

• Occupational Health and Safety Act, 1993
• Government Immovable Asset Management Act, Act 85 of 1993
• Public Finance Management Act (PFMA), Act 1 of 1999
• Broad-Based Black Economic Empowerment Act, 2003
• National Water Act No. 36 of 1998
• Environmental legislation including NEMA and related regulations
• National Building Regulations (SABS 0400)
• Green Building Policy Framework and other relevant standards
• Security protocols and site access procedures
• Proper use and maintenance of gardening tools and machinery compliant with OHSA regulations

Skills Requirements

The successful bidder must demonstrate:

• Qualified personnel with at least a NQF Level 6 or equivalent in Horticulture or Landscaping for the site supervisor/manager.
• Experience in horticultural and garden maintenance services, including pruning, pest control, irrigation, and landscaping.
• Ability to supply and operate appropriate gardening machinery and tools.
• Knowledge of safety standards, including the use of PPE and machinery safety protocols.
• Capacity to manage and coordinate routine and emergency garden maintenance activities.
• Compliance with security and site access regulations, including security clearance for personnel.
• Ability to provide training and supervision to unskilled workers, including adherence to employment equity and local labor sourcing policies.
