Objectives

The primary objective of this tender is to procure services and materials necessary for the renovation of the NHLS Paarl Laboratory, ensuring the work aligns with the specified scope of work, standards, and operational requirements. The renovation aims to upgrade and refurbish the laboratory facilities to meet current standards, improve functionality, and ensure compliance with relevant regulations.

Scope

The scope of work includes, but is not limited to:

• Site inspection and assessment
• Crack repairs, mortar joint repairs, and surface preparation
• Painting, coating, and finishing of walls, ceilings, and surfaces
• Tiling, carpeting, and flooring installation
• Installation of glazing, glass panels, and mirrors
• Partitioning using drywall systems
• Door and window fitting, including aluminium and glass doors
• Plumbing works including sinks, toilets, geysers, and associated fixtures
• Electrical installations, wiring, and lighting
• Installation of doors, hardware, and protective finishes
• Ceiling and partitioning works
• Site safety, signage, and operational considerations during construction

The work must be carried out in phases, respecting the hospital’s operational status, with specific attention to sensitive equipment and operating theatre proximity.

Technical Requirements

The technical requirements encompass:

• Compliance with the National Treasury’s General Conditions of Contract (GCC 2015, 3rd Edition)
• Adherence to relevant standards including SANS10142 for electrical work, SABS approved materials, and ISO standards
• Use of approved and certified materials, fixtures, and fittings
• Proper installation of plumbing, electrical, glazing, and finishing works as per manufacturer’s specifications
• Site safety and health regulations in accordance with the Occupational Health and Safety Act, 1993
• Provision for site inspections, tests, and analysis during and after construction
• Completion of all works within specified timelines, with allowances for phased operations and after-hours work where necessary

Skills Requirements

The successful bidder must demonstrate:

• CIDB registration in grading designation 2 EB GB or higher
• Qualified and experienced personnel including project managers, supervisors, and tradespeople (electricians, plumbers, carpenters, etc.) with relevant certifications and trade tests
• Proven experience in laboratory renovations or similar projects, with references and completion certificates for projects exceeding R200,000
• Capability to manage complex projects within operational environments, ensuring minimal disruption
• Knowledge of health and safety regulations and ability to implement safety plans
• Ability to coordinate with hospital management and other stakeholders effectively
• Competence in quality control, testing, and compliance documentation
