Objectives

The primary objective of this Request for Quotation is to engage a qualified contractor to perform comprehensive repairs on one (1) slewing gearbox located on a sea-side reclaimer. The successful bidder will deliver a fully functional, tested, and compliant gearbox ready for installation or handover, ensuring minimal operational downtime for Transnet Port Terminals while meeting all regulatory and contractual obligations.

Scope of Work

The scope encompasses the complete repair cycle of the specified slewing gearbox. This includes safe disconnection, full disassembly, thorough inspection, non-destructive testing where applicable, machining or fabrication of worn components, replacement of seals, bearings, and gears, precision reassembly, alignment, load testing, and final commissioning support. All work must align with Transnet’s engineering specifications and referenced technical drawings. A mandatory site briefing at Workshop 17, Port Elizabeth Harbour, is required for all bidders to assess site conditions, access protocols, and safety requirements.

Technical Requirements

• Compliance with all Transnet technical specifications, engineering drawings, and industrial safety standards.
• Adherence to precision engineering tolerances evident in the provided schematics, including concentric flange alignments, bolt circle patterns, and sectional machining requirements.
• Submission of all pricing electronically via the designated procurement portal; paper pricing schedules are strictly invalid.
• Provision of valid tax compliance documentation (SARS PIN or Central Supplier Database number) and verified B-BBEE status certificates.
• Security clearance may be required for personnel handling confidential project data or accessing restricted plant areas.
• Contract validity period of 60 business days from the closing date, with provisions for extension requests during evaluation.
• Full compliance with the Employment Equity Act, Johannesburg Stock Exchange Debt Listing Requirements, and the Protection of Personal Information Act (POPIA).

Skills & Competency Requirements

• Proven expertise in heavy industrial gearbox repair, specifically slewing mechanisms and port/marine environment applications.
• Proficiency in precision machining, bearing and seal replacement, gear alignment, and dynamic/static load testing procedures.
• Strong health, safety, and environmental management capabilities, including strict PPE compliance and site-specific risk assessment execution.
• Ability to transparently manage subcontractors, with full disclosure of B-BBEE status, turnover classifications (EME/QSE), and ownership structures.
• Administrative competence to navigate digital procurement systems, compile mandatory returnable documents, and maintain contract validity through timely document renewals.

Slew Gearbox: A heavy-duty rotary drive mechanism enabling horizontal rotation of port reclaimers. Repair requires specialized mechanical engineering, torque calibration, and alignment verification beyond standard gearbox maintenance.

Specific Goals Preference System: A South African procurement framework awarding up to 20 points for B-BBEE contribution levels, +50% Black Youth Ownership, and enterprise development targets. Points are calculated using the statutory 80/20 price/preference formula.

Post-Tender Negotiation (PTN): Transnet reserves the right to negotiate market-related pricing sequentially with top-ranked bidders if initial offers exceed acceptable thresholds or lack market alignment.

Fronting & DPIP/FPPO Disclosure: Bidders must declare any commercial ties to prominent public officials and certify against fraudulent B-BBEE representation. Transnet conducts rigorous due diligence to prevent preferential procurement manipulation and ensure ethical contracting.
