Objectives

The primary objective of this tender is to repair and re-commission the De Aar Effluent Treatment Plant over a period of three months. The project aims to restore the plant's operational capability to ensure compliant separation and transfer of oily effluent to the municipal connection or approved discharge point. This involves addressing current non-operational status, preventing costly effluent buildup, and ensuring all electrical and mechanical components meet regulatory standards for safe and reliable operation.

Scope

The scope of work includes:

• Restoration of the effluent plant's operational functionality, including replacement of submersible effluent pumps with suitable hydraulic duty and abrasion-resistant impellers.
• Refurbishment and overhaul of auxiliary equipment such as rope skimmers, guide rails, lifting chains, and associated hardware.
• Installation of discharge piping to the municipal tie-in using uPVC or HDPE pipes, with appropriate joints and valves.
• Electrical works including building or repairing DB/MCC panels compliant with SANS/IEC standards, wiring, and protection systems.
• Installation and testing of instrumentation and PLC/HMI systems for monitoring and control, including level sensors, alarms, and interlocks.
• Compliance with applicable laws, regulations, and standards such as Construction Regulations (2014), Electrical Installation Regulations (2009), and others.
• Waste management activities including desludging and logging of waste volumes, ensuring no discharge to stormwater or soil.

Technical Requirements

The technical specifications mandate:

• Replacement of submersible effluent pumps with hydraulic duty meeting or exceeding existing design parameters, suitable for oily effluent with suspended fines.
• Construction materials such as SS316, SS304, or hot-dip galvanized hardware, with coatings suitable for immersed service.
• Pump accessories including guide rails, guide chains, and filters designed to prevent clogging and facilitate maintenance.
• Discharge piping made of uPVC or HDPE, with solvent-weld or butt/electrofusion joints, and appropriate valves and flanges.
• Electrical installations built to SANS/IEC 61439 standards, with proper labeling, schematics, and segregation of power and control wiring.
• Protection devices such as DOL/VSD starters, overloads, short-circuit protection, and surge protection (SPD Type 2).
• Instrumentation and PLC/HMI systems capable of monitoring tank levels, controlling pumps, and providing alarms and interlocks.
• Compliance with area classification standards for potentially explosive atmospheres, if applicable.

Skills Requirements

The contractor and their personnel must possess:

• Registered electrical installation expertise, with a Certificate of Compliance from a DoL-registered electrician.
• Experience in effluent treatment plant repairs, including pump replacement, mechanical overhauls, and piping installations.
• Proficiency in electrical panel building and repair according to SANS/IEC standards.
• Knowledge of PLC/HMI programming, installation, and troubleshooting.
• Capability to perform mechanical alignments, refurbishments, and overhauls of rope skimmers and associated equipment.
• Understanding of relevant safety regulations, hazard assessments, and waste management protocols.
• Ability to reverse engineer existing pump specifications based on site conditions if original documentation is unavailable.
