Objectives

To restore and maintain functional stormwater drainage infrastructure along Hill Crescent, ensuring effective surface water runoff management, mitigating flood risks, protecting public assets, and preserving road integrity within the KwaDukuza Municipality jurisdiction.

Scope

The successful bidder will execute all necessary works related to the repair of stormwater systems in the designated area. This encompasses site preparation, excavation, pipe or channel rehabilitation, structural repairs, backfilling, compaction, surface reinstatement, and final municipal inspection. All activities must comply with local engineering standards, environmental guidelines, and the municipality's project timeline.

Technical Requirements

• Contractor Grading: Bidders must hold a minimum Construction Industry Development Board (CIDB) grading of 1CE or higher.
• Supplier Registration: Proof of active registration on the Central Supplier Database (CSD) with verified, matching details is mandatory.
• Municipal Compliance: Bidders must provide evidence that municipal services (water, electricity, rates) are not in arrears, via account statements, landlord certification, or prepaid utility affidavits.
• Defaulters Screening: All bidders will be cross-checked against the National Treasury Defaulters Database; non-compliant entities will be disqualified.
• Preference Scoring: Ten points awarded for operating within the KwaDukuza Municipal jurisdiction, and ten points for 51% black-owned EME or QSE status. Valid proof must accompany the bid.

Skills Requirements

The contractor must demonstrate proven expertise in civil and drainage engineering, specifically stormwater infrastructure rehabilitation. Essential competencies include project planning, site supervision, quality assurance, and strict adherence to occupational health and safety regulations. Personnel must hold relevant trade qualifications and practical experience aligned with the 1CE grading threshold. Strong project management capabilities are required to coordinate labour, plant, materials, and reporting throughout the execution phase.
