Objectives

The primary objective of this tender is to procure services for the repairs and maintenance of the Diver's Den and Boat House in the Port of Richards Bay, ensuring these facilities are kept in safe, functional, and compliant condition. The work aims to replace damaged components, maintain safety standards, and ensure the buildings are fit for purpose, supporting port operations and personnel safety.

Scope

The scope of work includes:

• Repair and maintenance of the Diver's Den and Boat House structures.
• Replacement of damaged slats on roller shutter doors.
• Replacement of damaged U channels and cladding sheets.
• Installation of rain barriers and weather strips.
• Sealing and painting of doors and structural components.
• Site clearance, safety compliance, and environmental management.
• Adherence to safety, health, and environmental regulations, including OSH Act and Construction Regulations.
• Coordination with port operations to minimize disruptions.

Technical Requirements

The technical requirements specify:

• Compliance with the NEC3 Engineering and Construction Contract (June 2005, amendments 2006 & 2013).
• Adherence to Employer’s Works Information, including specifications for structural repairs, safety, and environmental controls.
• Provision of detailed work programmes, safety plans, and environmental management plans.
• Use of approved materials and standards, including South African National Standards (SANS).
• Proper site access, security, and safety protocols, including permits, PPE, and site signage.
• Implementation of environmental controls to protect fauna, flora, and heritage objects.
• Insurance coverage for contract works, public liability, professional indemnity, and other relevant risks.
• Completion within the specified three-month period, with defect rectification during the defect liability period.

Skills and Competency Requirements

Eligible tenderers must demonstrate:

• Contractor grading designation of at least 1 GB or higher, as per CIDB standards, with valid registration or recognition.
• Experience in structural repairs, carpentry, painting, and site safety management.
• Qualified personnel including site supervisors, safety officers, and technical specialists with relevant certifications.
• Ability to prepare and implement safety, environmental, and quality management plans.
• Proven track record in port or industrial facility maintenance projects.
• Compliance with legal, health, safety, and environmental regulations, including the Occupational Health and Safety Act and Construction Regulations.
• Capacity to coordinate with port authorities and adhere to site access and security protocols.
