Objectives

The primary objective of this tender is to secure services for the repairs and maintenance of the Osizweni and Marine Clinic buildings in the Port of Richards Bay, ensuring the buildings are kept in a safe, acceptable condition for use by Transnet employees. The work aims to maintain operational safety, compliance with standards, and environmental considerations throughout the three-month contract period.

Scope

The scope includes comprehensive repairs and maintenance activities such as:

• Removal and installation of wall partitions, including gypsum drywall and soundproofing.
• Painting, plastering, and waterproofing of walls and surfaces.
• Supply, installation, and repair of doors, windows, and fixtures.
• Flooring installation, tiling, and related carpentry work.
• Electrical and plumbing fittings, including sinks, mixers, and cabinetry.
• Removal and disposal of existing materials, and reinstatement of affected areas.
• Implementation of safety, health, and environmental protocols during construction.

The work is to be executed within the specified buildings, adhering to all relevant standards and regulations, over a period of three months.

Technical Requirements

• Compliance with the NEC3 Engineering and Construction Contract (June 2005, with amendments).
• Adherence to the Employer’s Works Information, including specifications for drywall, painting, flooring, carpentry, and electrical works.
• Implementation of environmental controls, waste management, and safety measures as per the Employer’s Environmental Management Plan and SHE specifications.
• Provision of detailed programmes and schedules, including progress monitoring and reporting.
• Provision of all necessary permits, permits management, and security protocols for site access.
• Insurance coverage for works, including contractor’s all-risk, public liability, and specific insurances for plant and equipment.
• Quality assurance through inspections, testing, and certification prior to delivery and installation.

Skills and Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in building repairs and maintenance, including drywall, painting, carpentry, flooring, and plumbing.
• Competence in project management, including scheduling, programme control, and progress reporting.
• Qualified personnel such as certified carpenters, electricians, plumbers, and safety officers.
• Ability to manage environmental and safety compliance, including waste disposal, hazard mitigation, and environmental management.
• Knowledge of relevant standards such as SANS1200, NEC3 contract conditions, and occupational health and safety regulations.
• Capacity to coordinate with multiple stakeholders, including security, environmental, and safety authorities.
• Demonstrated capability to provide quality assurance, testing, and certification of works and materials.
