Objectives

The primary objective of this tender is to procure services for the repairs, operation, and maintenance of water care facilities at Middledrift Correctional Services and Debenek SAPS & surrounding areas over a period of 4 months. The aim is to ensure the water treatment and supply systems operate efficiently, comply with Blue Drop and Green Drop regulations, and maintain water quality standards suitable for human consumption and environmental discharge.

Scope

The scope of work includes:

• Water abstraction, storage, and treatment, including maintenance of associated infrastructure such as dosing equipment, sluice gates, channels, and filtration systems.
• Pre-treatment, primary, secondary, and tertiary treatment processes to ensure compliance with water quality standards and environmental regulations.
• Cleaning of storage tanks, mowing lawns, cutting grass around dams, and garbage removal.
• Operation and maintenance of water treatment plants, including standby generators, pumps, SCADA systems, and chemical dosing equipment.
• Implementation of Blue Drop and Green Drop regulatory compliance assessments, water quality monitoring, and reporting.
• Preventative scheduled maintenance and emergency/unplanned repairs.
• Provision and management of water care chemicals and consumables.
• Water quality testing at SANAS-accredited laboratories, including sampling and analysis.
• Ground maintenance, including grass cutting, weed control, and landscaping within specified perimeters.
• Management of machinery, equipment, transport, and local labor resources.

Technical Requirements

The technical requirements encompass:

• Compliance with relevant legislation, regulations, and standards, including the Water Services Act, Blue Drop and Green Drop regulations, and COVID-19 health guidelines.
• Provision of qualified operational staff with relevant qualifications (e.g., Chemistry, Water Care, Environmental Science, Chemical Engineering).
• Use of SANAS-accredited laboratories for water testing, with proper documentation and reporting.
• Implementation of Blue Drop and Green Drop assessments, including water safety planning, asset management, and process control.
• Maintenance of all machinery, equipment, and infrastructure to ensure continuous operation.
• Provision of sufficient chemicals and consumables to maintain water quality standards.
• Adherence to safety, security, and environmental protocols, including security clearance for personnel.
• Effective management of preventative and corrective maintenance activities, including emergency repairs.
• Proper documentation, reporting, and record-keeping for all activities, inspections, and tests.

Skills Requirements

The skills and qualifications required for personnel involved in this tender include:

• Diploma/Degree in Chemistry, Water Care, Water Science, Environmental Science, or Chemical Engineering.
• Trade test certificates for operational staff.
• Qualified and experienced plant operators, process controllers, and supervisors familiar with water treatment processes.
• Skilled electricians and instrumentation technicians for preventative maintenance of electrical and mechanical systems.
• Personnel with SANAS-accredited laboratory testing experience or certification.
• Personnel trained in health and safety, security clearance, and environmental compliance.
• Experience in Blue Drop and Green Drop assessments, water quality monitoring, and regulatory reporting.
• Competence in machinery operation, maintenance, and repair, including vehicles and equipment used in water treatment facilities.
• Ability to manage local labor, including employment of disadvantaged groups, women, youth, and persons with disabilities, in accordance with procurement goals.
