Objectives

The primary objective of this tender is to procure services for the repairs, servicing, operation, and maintenance of water care facilities at Kirkwood Correctional Services and Slagboom SAPS for a period of 4 months. The aim is to ensure the water treatment systems comply with Blue Drop and Green Drop regulations, maintain water quality standards, and ensure continuous, safe, and compliant water supply and wastewater management at the specified sites.

Scope

The scope of work includes:

• Water abstraction, storage, treatment, and associated works (dosing equipment, sluice gates, channels, filtration, etc.) up to storage tanks or reservoirs.
• Pre-treatment, primary, secondary, and tertiary treatment processes to ensure compliance with discharge standards.
• Cleaning of facilities, mowing lawns, cutting grass within two meters of the perimeter fence, and waste removal.
• Operation and maintenance of water treatment plants, including standby generators, pumps, SCADA, dosing equipment, and chemical storage tanks.
• Water quality monitoring, testing, and reporting to relevant authorities.
• Preventative (scheduled) maintenance, corrective (emergency/unplanned) maintenance, and management of machinery, equipment, and resources.
• Use of local labor, provision of resources such as vehicles and laboratory services, and compliance with legislative and regulatory standards.
• Implementation of Blue Drop and Green Drop assessments, water safety planning, asset management, and regulatory compliance.

Technical Requirements

The technical requirements encompass:

• Adherence to relevant legislation, standards, and guidelines, including the Water Services Act, Health COVID-19 guidelines, and Blue Drop/Green Drop regulations.
• Provision of qualified key staff with specified qualifications and experience, including water treatment supervisors, process controllers, and plant operators.
• Availability of machinery, equipment, vehicles, and laboratory testing facilities compliant with SANAS accreditation.
• Implementation of preventative and corrective maintenance schedules, with detailed reporting and record-keeping.
• Provision of water care chemicals, consumables, and laboratory testing supplies, with proof of ownership or lease agreements.
• Insurance coverage for all risks, public liability, and specific high-risk scenarios.
• Security arrangements for personnel and assets, and compliance with security clearance requirements.
• Effective management of water quality, asset management, and regulatory reporting through IRIS and other systems.

Skills Requirements

The tender stipulates the following skills and qualifications for key personnel:

• Superintendent/Supervisor: Class V registered with Regulation 3630, higher in Chemistry or Water Care/Environmental Science or Chemical Engineering, with proof of registration.
• Process Controllers: Registered as Class III or higher with Regulation 3630, with proof of registration and relevant qualifications.
• Plant Operators: Millwright or Fitter and Turner with trade test certificates, and experience in water treatment plant operations.
• Administrative staff: Capable of maintaining detailed records, reports, and compliance documentation.
• Support staff: Skilled in machinery maintenance, laboratory testing, and environmental monitoring.

Additional skills include experience in water quality management, regulatory compliance, machinery operation, and emergency response. The bidder must also demonstrate capacity to supply resources such as vehicles, laboratory services, and personnel with appropriate qualifications and experience.
