Objectives

The primary objective of this tender is to procure services for the repairs, servicing, operation, and maintenance of water care facilities at St Albans Correctional Services for a period of four months. The aim is to ensure the water treatment and supply systems operate efficiently, comply with Blue Drop and Green Drop regulatory standards, and maintain the safety and quality of potable water and wastewater management within the facility.

Scope

The scope of work includes:

• Water abstraction, storage, treatment, and associated works (dosing equipment, sluice gates, channels, filtration, etc.)
• Sludge removal, grass cutting, lawn mowing around storage dams, and ensuring safe potable water for human consumption
• Pre-treatment, primary, secondary, and tertiary treatment processes to ensure compliance with discharge standards
• Cleaning of facilities, mowing lawns, and garbage removal within specified perimeters
• Maintenance of water treatment plants, including standby generators, pumps, SCADA equipment, and chemical tanks
• Water quality testing, monitoring, and reporting to relevant authorities
• Preventative scheduled maintenance and emergency/unplanned repairs
• Provision of water care chemicals and consumables
• Use of local labor and resources, including vehicles and laboratory services
• Familiarization with the site and compliance with legislative and safety standards

Technical Requirements

The technical requirements encompass:

• Adherence to Blue Drop and Green Drop regulations for water quality and wastewater management
• Provision of qualified operational staff with relevant qualifications (e.g., diplomas in Chemistry, Water Care, Environmental Science, or Chemical Engineering)
• Implementation of preventative maintenance schedules for machinery and equipment
• Laboratory testing at SANAS-accredited labs, with results uploaded to IRIS
• Use of appropriate chemicals for water and wastewater treatment, including coagulants, disinfectants, pH adjusters, and sludge treatment agents
• Provision of sufficient machinery, vehicles, and laboratory resources
• Compliance with legislative standards, safety protocols, and environmental regulations
• Effective management of water assets, process control, and incident response procedures

Skills Requirements

The tender specifies the following skills and qualifications:

• Operational staff with minimum qualifications such as diplomas or degrees in Chemistry, Water Care, Environmental Science, or Chemical Engineering
• Skilled technicians for machinery maintenance, calibration, and repairs
• Qualified electricians and instrumentation technicians for preventative and emergency maintenance
• Laboratory personnel with accreditation from SANAS for water quality testing
