Objectives

The primary objective of this tender is to procure repair services for the generator at Sukumani Clinic, ensuring the generator's proper functioning and compliance with technical standards. The project aims to restore emergency power supply through qualified and certified service providers who meet the specified technical and legal requirements.

Scope

The scope of work includes:

• Inspection and diagnosis of the generator's engine issues, including fuel leaks, water contamination, low compression, and gasket failure.
• Removal, skimming, and reseating of the engine head, including replacement of gaskets, injectors, fuel and air filters, and coolant.
• Replacement of the jacket heater element and injector pump with OEM parts.
• Flushing the engine twice to remove water contamination.
• Disposal of drained coolant and removal of radiator connections.
• Replacement of engine components such as the head, gasket, injectors, fuel filter, and air filter.
• Testing and commissioning of the repaired generator under load for one hour.
• Provision of all materials, labour, tools, and supervision necessary for the repair, ensuring all parts are OEM and compliant with SABS standards.

Technical Requirements

The technical requirements specify that:

• All materials used must be SABS approved and OEM certified for Perkins 60KVA engines.
• The service provider must visit the site for measurements before fabrication.
• The repair must address specific engine issues such as leaks, contamination, and low compression.
• The repair process includes head removal, skimming, reseating, and replacement of critical components.
• All work must adhere to safety standards, including the employment of a Safety Officer and drawing up a Safety Plan.
• Proof of previous work, artisan qualifications, CIDB registration (minimum ME), and a valid letter of good standing with the Department of Labour are mandatory.
• All spare parts and materials must be OEM and compliant with SABS standards.

Skills and Skills Requirements

The tender requires service providers to demonstrate:

• CIDB registration with a minimum of ME class.
• Proof of experience with similar generator repairs, including providing two previous work references.
• Qualified artisans with relevant certifications and proof of qualifications.
• Ability to source and supply OEM spare parts for Perkins engines.
• Capacity to carry out complex engine repairs, including head skimming, reseating, and component replacement.
• Compliance with safety regulations, including employment of a Safety Officer and preparation of a Safety Plan.
• Knowledge of and compliance with all relevant health, safety, and environmental standards.
