Objectives

The primary objective of this tender is to invite qualified contractors to perform mechanical repairs on the goods hoist at the Grain Elevator located at the East London Port Terminal. The aim is to ensure the proper functioning and safety of the hoist through effective repair works.

Scope

The scope of work includes:

• Conducting mechanical repairs to the goods hoist at the Grain Elevator.
• Performing hazard identification and risk assessments related to the repair activities.
• Developing, displaying, and communicating a Health and Safety Policy aligned with legal requirements.
• Carrying out detailed task-based risk assessments, reviewed and approved by the client’s safety personnel.
• Ensuring all damaged areas caused by the contractor are repaired at their own cost.
• Adhering to safety, health, and environmental standards throughout the project.

Technical Requirements

The technical requirements include:

• Development and implementation of a comprehensive Health and Safety Policy endorsed by management.
• Follow hazard identification and risk assessment procedures as per Construction Regulation of 2014.
• Perform project-specific task-based risk assessments with participation from relevant personnel.
• Compliance with TPT ELMPT SHE file requirements, including signing and submitting the mandatory agreement (Section 37 (2)).
• Completion of all repair tasks within the determined working hours, ensuring timely project completion.
• Providing necessary certificates and documentation upon completion of repairs.

Skills Requirements

The tender specifies that the contractor must demonstrate:

• Registration with an accredited professional body, such as the Engineering Council of South Africa (ECSA), with a minimum of 60 points.
• Provision of at least three recent (no older than two years) reference letters demonstrating relevant experience with lifting equipment.
• Experience in mechanical repairs and safety management related to hoist systems.
• Competence in hazard identification, risk assessment, and safety procedures as per legal and project standards.
• Ability to prepare and submit all required documentation, including safety policies, risk assessments, and certificates.
