Objectives

The primary objective is to perform after-service repairs on existing transformers and switchgears at the hospital to restore and maintain safe, reliable electrical distribution across the facility.

Scope of Work

The contractor will execute a one-off repair project with an estimated duration of ten days. The scope includes:

• Repairing LV bushing leaks on transformer 2
• Replacing damaged breathers and topping up oil tanks (approximately 50 litres)
• Repairing the faulty incomer breaker and providing a temporary loaner unit
• Replacing and configuring Micom protection relays (overcurrent and earth fault)
• Replacing batteries, 30VDC BTUs, and motor mechanisms for SBV4
• Replacing protection relays and reconfiguring circuits, including Buchholz relays
• Preparing a comprehensive safety file and supplying all necessary materials
• Ensuring site cleanliness, proper documentation (job cards, handover, and completion certificates), and adhering to a warranty period of twelve months

Technical Requirements

Bidders must comply with strict administrative, safety, and quality standards:

• Site Attendance: Mandatory participation in a compulsory site briefing session prior to submission.
• Safety & Compliance: Submission of a complete Safety, Health, and Environmental (SHE) file before work commences. Full adherence to occupational health and safety regulations, including provision of approved PPE and signing daily registers.
• Grading & Certification: Valid CIDB grading of 1EB for electrical engineering works. Compliance with SANS 10142-2 standards, including issuance of a Certificate of Compliance for MV switchgear and transformer installations.
• Documentation & References: Provision of a qualified Artisan Electrician’s credentials, a minimum of three reference letters with completion certificates for similar transformer/switchgear projects, and properly stamped job cards linked to invoices.
• Procurement & Financial: Registration on the Central Suppliers Database (CSD), valid tax clearance, and firm pricing valid for ninety days. Evaluation follows an 80/20 preference point system prioritizing price and socio-economic goals.

Skills Requirements

The successful bidder must demonstrate specialized technical expertise and project execution capabilities:

• Licensed and competent Artisan Electricians with proven experience in medium-voltage transformer and switchgear maintenance.
• Proficiency in configuring and testing protective relay systems, including Micom units and Buchholz relays.
• Strong knowledge of South African electrical wiring standards (SANS 10142-2) and statutory compliance procedures.
• Ability to manage short-duration, high-risk electrical projects while maintaining rigorous safety documentation and site handover protocols.

Explanation of Key Terms & Requirements

SHE File: A mandatory pre-contract documentation package containing risk assessments, competency certificates, incident reporting procedures, equipment inspection logs, and medical fitness proofs. Work cannot legally commence without its approval.

CIDB 1EB Grading: The Construction Industry Development Board classification for electrical engineering contractors specializing in low-voltage systems, transformers, and associated switchgear installations.

SANS 10142-2: The national standard governing the design, installation, and certification of electrical switchgear and accessories in commercial and institutional buildings.

Micom & Buchholz Relays: Specialized protective devices for transformers. Micom relays handle digital overcurrent and earth fault protection, while Buchholz relays detect internal gas accumulation or oil flow anomalies to prevent catastrophic failures.

80/20 Preference System: A procurement evaluation model where eighty percent of scoring is based on competitive pricing, and twenty percent is allocated to specific socio-economic objectives, such as supporting locally registered or district-based enterprises.
