Objectives

The primary objective of this tender is to replace the existing 60kVA diesel generator at Phatheni Clinic with a new, compliant backup diesel generator system. The project aims to ensure reliable power supply, proper installation, testing, and commissioning of the generator, along with associated civil, electrical, and control systems, in accordance with Department of Health specifications and standards.

Scope

• Disconnection and safe removal of the existing damaged generator.
• Supply, installation, and commissioning of a new 60kVA, 3-phase, 50Hz, soundproof canopy-enclosed diesel generator with self-bunded fuel tank.
• Provision of civil works including a suitable plinth for the generator.
• Electrical connections, including supply and installation of copper cables, earthing, lightning protection, and control wiring.
• Installation of exhaust and ventilation ducting.
• Provision of control panels, changeover switches, and remote monitoring systems (WebNet gateway).
• Testing, commissioning, and certification of electrical and mechanical systems.
• Provision of as-built drawings, operation manuals, and staff training.
• Additional civil and civil-related provisional works such as earth mats, fire protection, and civil plinth construction.

Technical Requirements

• Generator must be a genuine, locally supported, accredited diesel generator set with a minimum CIDB grading of 2EB.
• Generator specifications:
  • 60kVA, 3-phase, 50Hz, with a soundproof canopy.
  • Engine: multi-cylinder, four-stroke, direct injection, water-cooled, capable of continuous operation at full load with overload capacity of 110% for 1 hour.
  • Alternator: heavy-duty, brushless, rated for 60kVA at 0.8 power factor, with appropriate voltage regulation.
  • Fuel system: integral base tank with minimum 72 hours run capacity at full load, plus optional bulk tank for extended operation.
  • Control system: integrated control panel with automatic start/stop, alarms, and remote monitoring (WebNet).
  • Exhaust system: appropriate silencing and ducting for noise and emission control.
• Electrical installation must comply with SANS 10142, safety standards, and Department of Health specifications.
• All civil works must ensure stability, proper ventilation, and compliance with civil engineering standards.
• Testing and certification: factory acceptance, site acceptance, and operational testing with documentation.

Skills Requirements

• Qualified Diesel Mechanic or Millwright with proven experience in generator installation and maintenance, supported by certified trade test certificates.
• Certified Electrician or Electrical Technician with CIDB registration of at least 2EB, and relevant experience in electrical installation, testing, and commissioning of generators.
• Certified Rigger with relevant experience in lifting and positioning heavy generator units.
• Project management personnel with demonstrable experience in executing similar generator replacement projects, including civil, electrical, and mechanical works.
• Staff must be trained and capable of operating and maintaining the installed generator system, with manuals and training provided.
