Objectives

The primary objective is to procure and install a replacement main steam valve at the Regional Laundry facility in Cato Manor. This intervention aims to restore reliable operational control over the steam distribution system, enabling maintenance and operational staff to safely isolate, regulate, and shut off steam flow as required for daily laundry processes.

Scope

The contract encompasses a one-off service engagement covering the supply, delivery, and installation of a single main steam valve assembly. The scope explicitly includes the provision and fitting of two matching steam gaskets, as well as the removal of the existing handwheel and its installation onto the newly supplied valve. All work must be executed on-site at the designated regional laundry facility in accordance with prescribed safety and operational standards.

Technical Requirements

• Valve Specifications: Carbon steel construction, 6-inch nominal diameter (DN150), PN16 pressure rating.
• Performance Ratings: Engineered to withstand 40 bar pressure and continuous operation at temperatures up to 200 degrees Celsius.
• Installation Tasks: Supply and correctly seat two 6-inch steam gaskets; transfer the original handwheel to the new valve assembly.
• Product Condition: All components must be brand new, unused, and carry a minimum remaining shelf life of six months upon delivery.
• Compliance: Equipment must conform to applicable South African National Standards (SANS) and internationally recognized pressure boundary specifications.

Skills and Qualification Requirements

• Vocational Certification: Bidders must hold a valid Trade Test Certificate as a Fitter & Turner.
• Contractor Grading: Minimum Construction Industry Development Board (CIDB) grading of 1ME or higher.
• Regulatory Registration: Active verification on the Central Supplier Database (CSD) and current SARS tax clearance status.
• Socio-Economic Transformation: Full preference points awarded to enterprises demonstrating 100% ownership by Black Africans under the Broad-Based Black Economic Empowerment (BBBEE) framework.

CIDB 1ME Grading: A South African construction industry classification denoting competency to execute mechanical engineering projects valued up to R15 million. Contractors holding higher grades are eligible.

Fitter & Turner Trade Test: A nationally accredited vocational qualification certifying proficiency in machining, assembling, installing, aligning, and maintaining industrial machinery, piping systems, and precision equipment.

80/20 Preference Point System: A standard public procurement evaluation methodology where 80 points are allocated to competitive pricing and 20 points to specific socio-economic goals (in this case, black ownership).

Compulsory Site Meeting: Attendance at a mandatory on-site briefing is required. Failure to attend results in automatic disqualification from the evaluation process.
