Objectives

The primary objective of this tender is to replace sewer lines in the D’Almeida suburb of Mossel Bay using trenchless technology. The project aims to modernize and improve the sewer infrastructure within the specified area, ensuring efficient and sustainable waste management services.

Scope

The scope of work includes:

• Replacing existing sewer lines through trenchless technology methods.
• Engaging contractors with a CIDB grading of 4 CE or higher.
• Sub-contracting 1% of the contract to a local EME, QSE, or Level 1 B-BBEE registered contractor with a CIDB grading of 1CE or 2CE.
• Utilizing local laborers in accordance with EPWP regulations.
• Completing the project within the period ending 30 June 2027.

Technical Requirements

The technical requirements include:

• Submission of fully completed tender documents on original forms.
• Attendance at a compulsory site and information meeting scheduled for 26 November 2025.
• Familiarity with the scope of works, design, tender specifications, and execution expectations discussed during the site meeting.
• Reservation of tender documents by 21 November 2025, with payment of R528.00 (including VAT).
• Submission of sealed tenders in accordance with specified procedures and deadlines.
• Pre-evaluation based on functionality criteria, with a minimum score of 80 out of 100 points to be considered responsive.

Skills Requirements

The skills and qualifications required for bidders include:

• CIDB grading of 4 CE or higher for the main contractor.
• Sub-contractors must have a CIDB grading of 1CE or 2CE and be registered on the Municipality’s Contractor Development Programme Database.
• Experience in trenchless sewer line replacement techniques.
• Ability to demonstrate capacity to complete the project within the specified timeframe.
• Knowledge of local labor regulations and EPWP requirements.
• Senior company staff or contract managers are encouraged to attend the site meeting to understand the scope and specifications in detail.
