Objectives

The primary objective of this tender is to procure the replacement of the MV Reyrolle Breaker at Victoria Mxenge Hospital. The project aims to upgrade the electrical distribution system by installing a new MV breaker, ensuring safe, reliable, and compliant electrical supply to the hospital facilities.

Scope

The scope of work includes:

• Replacement of the existing MV Reyrolle Breaker with a new unit.
• Supply and delivery of all necessary electrical components such as power cables, cable rackings, trunking, terminations, cable joints, LV panels, LV switchgear, distribution boards, and trunking.
• Upgrading the existing electrical reticulation to accommodate the new breaker.
• Ensuring all electrical works comply with relevant standards, regulations, and safety requirements.
• Provision of all spares, consumables, and equipment necessary for the installation and commissioning.
• Testing, commissioning, and certification of the new electrical installation.

Technical Requirements

The technical requirements specify:

• Replacement of the MV Reyrolle Breaker with a unit that meets CIDB grading of 1EB or 1EP or higher.
• Use of new, unused, and latest pattern equipment, with SABS markings where possible.
• Compliance with the Occupational Health and Safety Act (Act 85, 1993), including obtaining a Certificate of Compliance for electrical works.
• Adherence to municipal by-laws, fire regulations, and standards such as SANS 10142.
• Proper installation of power cables, cable rackings, trunking, and associated accessories to ensure safe and compliant power supply.
• Provision of a comprehensive test and handover process to ensure the system is operational and compliant.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience and competency in electrical installation, commissioning, and maintenance of MV switchgear panels and components.
• Minimum CIDB grading of 1EB or higher, with proof of registration with ECB or DOL as an Electrical Contractor.
• Ability to provide detailed project organograms showing key personnel and their responsibilities, with CVs indicating relevant experience (minimum 5 years preferred).
• Qualified and skilled personnel, including a project manager, electrical engineers, and technicians, capable of executing the scope within the specified timeframe.
• Ability to adhere to safety standards, site regulations, and environmental considerations throughout the project duration.
