Objectives

The primary objective of this tender is to obtain a valid Electrical Certificate of Compliance (COC) for the NHLS King Edward Labs. The process involves inspecting, testing, fault finding, repairing, and certifying electrical installations within the laboratory to ensure compliance with relevant standards and regulations.

Scope

The scope of work includes:

• Inspection, testing, and fault finding on wiring, plugs, light fittings, switches, isolators, earthing, and bonding on distribution boards (DBs).
• Repairing faults identified during inspection and preparing for certification.
• Supply and replacement of electrical fittings, including LED energy-saving panel lights.
• Repairing wiring trunking and network infrastructure.
• Electrical testing and certification for all electrical installations in the laboratory.
• Additional work such as repairing cracks, mortar joints, painted surfaces, timber, masonry, steel, and other building finishes as specified.
• Installation of electrical components such as Geysers, toilets, urinals, hydroboils, emergency showers, and associated electrical connections.
• Provision of electrical certificates of compliance upon completion of work.

Technical Requirements

The technical requirements specify adherence to:

• SANS10142 installation rules and standards.
• SABS approved materials and components.
• Proper wiring, earthing, bonding, and circuit protection.
• Use of certified and approved electrical fittings, switches, and accessories.
• Installation of safety devices such as isolators, circuit breakers, and emergency systems.
• Compliance with health and safety regulations, including the Occupational Health and Safety Act.
• Proper documentation, including electrical certificates, test reports, and compliance certificates.
• Work to be carried out by registered and qualified electricians.

Skills Requirements

The tender requires bidders to possess:

• CIDB registration in at least grade 1EB or higher.
• Qualified and registered electricians with valid wireman's licenses.
• Experience in electrical installation, testing, fault finding, and certification in similar environments.
• Knowledge of relevant standards (SANS, SABS, and OSHA regulations).
• Ability to interpret technical drawings, specifications, and safety procedures.
• Capability to manage site safety, coordinate with hospital management, and perform work in operational environments.
• Proven track record of completing similar projects within specified timeframes and budgets.
