Objectives

The primary objective of this tender is to upgrade the network and LAN infrastructure at Bulwer SAPS KwaZulu-Natal offices. This includes providing a comprehensive network solution that makes the site network-ready for user access, accommodating additional workstations, and ensuring compliance with relevant standards and client requirements.

Scope

The scope encompasses the installation and upgrade of network infrastructure, including:

• Provision of new network points within the premises.
• Installation of structured cabling solutions (both UTP and Fibre Optic where applicable).
• Supply and installation of network racks, patch panels, switches, UPS systems, and other related hardware.
• Implementation of civil works such as trenching, ducting, and surface reinstatement.
• Testing, commissioning, and certification of all installed infrastructure.
• Provision of support, training, and documentation for ongoing maintenance and operation.

Technical Requirements

The technical requirements include:

• Adherence to SAPS’s cabling standards and environment specifications as per the “SAPS Access Layer Site Cabling Infrastructure Standard”.
• Supply of certified OEM/OSM network equipment and infrastructure components.
• Installation of structured cabling solutions, including both UTP and Fibre Optic cabling, with appropriate fixtures and accessories.
• Provision of power supply solutions, including UPS systems, circuit breakers, and electrical outlets compliant with South African standards.
• Implementation of civil works such as trenching, core drilling, and surface reinstatement.
• Testing and certification of all installed cabling and network components, including OTDR testing for Fibre.
• Compliance with ISO/IEC standards, ISO 27001, POPIA, and relevant government interoperability standards.
• Security vetting and confidentiality agreements for personnel involved.
• Provision of training and support services post-installation.

Skills Requirements

The bidder must demonstrate:

• Accreditation with OEM/OSM for the supply and installation of network infrastructure.
• Experience in installing similar network infrastructure projects within the last five years, with references from at least one client.
• Registration with the Construction Industry Development Board (CIDB) with a minimum rating of 1EB and 1CE or higher.
• Qualified personnel, including at least two OEM/OSM certified technical employees, capable of executing the project.
• Ability to perform civil works, civil engineering, and civil infrastructure installation as part of the project.
• Knowledge of and compliance with relevant standards, policies, and security vetting procedures.
• Capacity to provide ongoing support, training, and documentation.

In summary, the successful bidder must possess the technical expertise, certification, and experience to deliver a comprehensive network upgrade solution that meets all technical, security, and quality standards specified in the tender documentation.
