Objectives

The primary objective of this tender is to upgrade the network and LAN infrastructure at Golela SAPS in KwaZulu-Natal. The project aims to enhance network capacity, support new workstations, and ensure the site is network-ready in accordance with SAPS standards. Additionally, the tender seeks to ensure compliance with government procurement policies, industrial participation requirements, and technical standards to deliver a reliable, secure, and scalable ICT infrastructure.

Scope

The scope includes:

• Provision of network and LAN infrastructure upgrade at Golela SAPS, including new network points and associated hardware.
• Adherence to SAPS’s cabling standards and environment specifications.
• Installation of electrical outlets, circuit breakers, racks, UPS systems, patch panels, and other network components.
• Civil works such as core drilling and civil infrastructure as required.
• Testing, commissioning, and certification of installed infrastructure.
• Provision of documentation, schematics, and training for SAPS personnel.
• Compliance with technical, safety, and security standards, including OEM certifications and government standards.

Technical Requirements

The technical scope mandates:

• Supply and installation of structured UTP and Fibre Optic cabling solutions, including accessories and fixtures.
• Provision of network hardware such as switches, patch panels, racks, UPS units, power distribution units, and surge protection.
• Implementation of civil works like core drilling and civil infrastructure for cabling.
• Testing and certification of fibre and copper cabling (OTDR testing, labelling).
• Provision of schematics, layout drawings, and documentation.
• Support for remote and on-site installation, support, and training.
• Compliance with ISO standards, SANS standards, MIOS, and government interoperability standards.
• Security vetting and confidentiality agreements for personnel involved.

Skills and Skills Requirements

The bidder must demonstrate:

• Accreditation with OEM/OSM for network infrastructure installation and maintenance.
• Experience in delivering similar network infrastructure projects within the last five years, with references.
• CIDB registration with at least a rating of 1EB/1EP for electrical works and 1CE for civil works.
• Qualified technical personnel, including OEM/OSM certified engineers or technicians.
• Capability to perform civil, electrical, and network cabling works, including civil infrastructure and civil engineering skills.
• Knowledge of government standards, safety protocols, and security vetting procedures.
• Ability to provide training, support, and documentation to SAPS staff post-installation.
• Proven project management skills to adhere to timelines, quality standards, and contractual obligations.
