Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to provide and manage e-recruitment services at the Pan South African Language Board (PanSALB) for a period of three years. The e-recruitment system aims to streamline the process of filling vacant positions, including internships and work-integrated learning opportunities, thereby enhancing the efficiency and effectiveness of PanSALB's Human Resources division.

Scope

The scope of work includes:

• Providing an interactive e-recruitment system with functionalities such as job posting, candidate management, screening, shortlisting, interview scheduling, and reporting.
• Ensuring maximum exposure of job vacancies through integration with leading South African websites and social media platforms.
• Implementing advanced search tools, resume database management, and automated candidate matching.
• Supporting online screening, communication tools, and response handling features.
• Integrating with third-party applications via API support and ensuring compliance with relevant legislation and security standards.
• Providing technical support, data backup, disaster recovery, and migration services.
• Managing agency and candidate portals, including performance management and communication functionalities.
• Offering reporting tools, training materials, and user management features.

Technical Requirements

The e-recruitment system must meet the following technical specifications:

• Interactive and user-friendly interface with email trigger notifications for process updates.
• API support for seamless integration with third-party applications and HR-XML compliant systems.
• Security features including strong password policies, data deletion protocols, and compliance with legislation.
• Data backup, restoration capabilities, and disaster recovery procedures.
• Ability to manage social media and online platforms for job advertising and sourcing talent.
• Functionality for candidate search, report generation, and performance monitoring.

Skills and Experience Requirements

Service providers must demonstrate:

• In-depth experience and expertise in providing and managing e-recruitment services aligned with organizational policies and procedures.
• Proven track record of similar projects within the last three years, supported by positive reference letters.
• Qualified personnel with relevant tertiary qualifications (NQF levels 5 to 9) and experience in project implementation.
• Capability to deliver the project within specified timeframes, including project methodology and work plan.
• Technical support and ongoing maintenance services, including data migration and system support.
• Ability to manage agency and candidate portals, performance management, and reporting functionalities.
