Objectives

The primary objective of this tender is to engage accredited service providers to facilitate a comprehensive review of the Eastern Cape Department of Education's current organisational structure, including both Head Office and District offices. The process aims to develop an improved organisational framework that aligns with departmental goals and enhances operational efficiency.

Scope

The scope of work includes:

• Entering into a Service Level Agreement with the Department prior to commencement.
• Developing the organisational structure of the Department.
• Collecting and analysing diagnostic data and generating reports for internal stakeholders.
• Providing periodic progress reports linked to project phases.
• Producing a final impact assessment report of the interventions.

The process involves reviewing organisational units at Head Office and District levels, conducting consultations, facilitating stakeholder engagement, and delivering final approved structures.

Technical Requirements

• The service provider must be a reputable public institution, company, or partnership with proven expertise in HR, Organisation Development, and Change Management.
• Must have successfully facilitated similar interventions in both public and private sectors, including parastatals.
• Data gathering using various tools/frameworks, team facilitation skills, and experience in implementing OD interventions are essential.
• Members of the team must hold at least NQF Level 7 qualifications and have a minimum of 5 years relevant experience.
• The project leader must have managed at least 5 similar projects, with at least 3 in organs of state, within the last 5 years.
• Membership of recognised international or South African bodies is preferred.

Skills Requirements

• Proven expertise in organisational structure review and development.
• Data collection and analysis skills using diverse tools and frameworks.
• Facilitation of team/group sessions and stakeholder consultations.
• Experience in implementing and evaluating OD interventions.
• Ability to measure and report on project results effectively.
• Team members must demonstrate at least 5 years of relevant experience, with CVs providing evidence of three similar assignments of at least six months each.
• The project leader must have managed at least 5 projects of similar scope, with references from previous clients.
