Objectives

The primary objective of this tender is to solicit quotations for the demolishing, removal, and disposal of asbestos building structures at CSIR Building 49, Scientia Campus. The aim is to ensure safe and compliant asbestos abatement in accordance with relevant regulations and standards, minimizing health and environmental risks.

Scope

The scope of work includes:

• Demolition, removal, and disposal of asbestos-cement materials covering approximately 98 m² at the specified site.
• Implementation of asbestos removal procedures as per the detailed plan outlined in Annexure A.
• Site preparation, including barricading, signage, and safety measures.
• Provision of materials, equipment, and PPE for asbestos handling and removal.
• Waste disposal at approved asbestos waste disposal sites in compliance with environmental regulations.
• Air monitoring, site clearance, and post-removal inspections by qualified authorities.
• Provision of trained personnel, medical surveillance, and safety documentation.

Technical Requirements

The technical requirements include:

• Adherence to Regulation 15 of the Asbestos Abatement Regulations 2020, OHS Act (85 of 1993).
• Use of appropriate materials and equipment such as HEPA-filtered vacuums, decontamination units, and PPE.
• Implementation of site preparation, including barricading, signage, and restricted access.
• Wet and dry decontamination procedures with approval from the AAIA.
• Proper handling, wetting, wrapping, and disposal of asbestos materials.
• Air monitoring to ensure asbestos fibre levels do not exceed OELs: 0.1 f/ml inside the work area and 0.01 f/ml on the perimeter.
• Final clearance inspection and certification by the AAIA.
• Compliance with waste disposal regulations and proper documentation of waste transport and disposal.

Skills and Qualification Requirements

The bidder must demonstrate:

• CIDB registration with a grading of 1 SQ or higher or 1 GB or higher.
• Valid asbestos contractor registration issued by the Department of Employment and Labour (Type 2 or higher).
• Valid asbestos waste transportation permit.
• Provision of a fully completed Bill of Quantities (BOQ).
• At least two contactable references or completion certificates for similar projects completed within the last five years (2021-2026).
• Valid letter of good standing from the Department of Employment and Labour (COIDA).
• Compliance with health and safety standards, including trained and certified personnel for asbestos removal and handling.
• Provision of medical surveillance records for all involved workers.
• Experience in asbestos abatement projects, with personnel trained in asbestos handling, safety, and emergency procedures.
