Objectives

The primary objective of this tender is to procure medical testing and surveillance services for CSIR employees at regional sites in the Western Cape and Kwa-Zulu Natal over a period of five years. The services aim to ensure employee health and safety through medical assessments, surveillance, and related testing as required by relevant health and safety legislation.

Scope

The scope includes:

• Provision of medical testing and surveillance services at CSIR regional sites in Western Cape (Rosebank and Stellenbosch) and Kwa-Zulu Natal (Durban).
• Services to be delivered on-site at CSIR locations and at the service provider’s premises when required.
• Testing of workers to establish fitness for work, including medical surveillance as mandated by applicable legislation such as the Basic Conditions of Employment Act, Mine Health and Safety Act, Occupational Health and Safety Act, and Hazardous Substances Act.
• Option for mobile testing facilities on CSIR sites and testing at the service provider’s premises within a 40 km radius of the specified CSIR sites.
• List of specific tests including physical examinations, audiometric testing, spirometry, X-rays, and other diagnostic services as detailed in Annexure A.

Technical Requirements

The technical requirements include:

• Capacity to perform medical assessments and surveillance in compliance with relevant legislation.
• Provision of mobile testing facilities and on-site testing options.
• Qualified staff meeting the following criteria:
• Occupational Medical Practitioners registered with HPCSA.
• Occupational Health Nursing Practitioners registered with SANC and SASOHN, with training in audiometry, spirometry, and vision testing.
• Provision of a comprehensive list of tests offered, including physical exams, audiometry, spirometry, X-rays, and other diagnostic procedures.
• Adherence to safety, confidentiality, and data protection standards as outlined in the mutual non-disclosure agreement and POPI Act.

Skills Requirements

The skills and qualifications required from the service provider and staff include:

• Qualified Occupational Medical Practitioners with HPCSA registration.
• Occupational Health Nursing Practitioners or technicians with SANC and SASOHN registration.
• Specialized training in audiometry, spirometry, and vision testing.
• Experience in providing medical surveillance and testing services, preferably with references for similar work completed between 2020 and 2026.
• Ability to operate mobile testing units and provide testing at multiple sites.
• Compliance with health and safety standards, confidentiality, and data protection legislation.
