Objectives

The primary objective of this tender is to procure services for conducting a comprehensive energy assessment at Telkom (Centurion) on behalf of the CSIR. The assessment aims to evaluate current energy usage, identify opportunities for efficiency improvements, and deliver actionable recommendations and plans to optimize energy consumption in accordance with ISO 50001 standards.

Scope

The scope encompasses:

• Development of a project activity plan and schedule for the energy assessment.
• Support for internal Energy Efficiency champions during and after the assessment.
• Conducting a detailed energy assessment including walk-through, data analysis, and profiling.
• Preparation and presentation of quick scan findings, draft and final assessment reports, and an implementation plan.
• Delivery of a high-quality report covering energy performance, cost savings, investment needs, payback periods, and feasibility analysis.
• Facilitation of awareness sessions and management feedback meetings.
• Provision of support for implementing low-cost and no-cost energy-saving measures, if agreed.
• Submission of close-out and intervention summary reports.

Technical Requirements

The technical requirements include:

• Adherence to ISO 50001 assessment methodology.
• Development of a detailed energy assessment methodology and project plan.
• Execution of site walk-throughs, data collection, and energy profiling.
• Analysis of historical energy data, benchmarking, and regression analysis.
• Identification of energy-saving opportunities, including cost and feasibility analysis.
• Preparation of comprehensive reports with structured recommendations, investment analysis, and implementation timelines.
• Conducting awareness raising sessions and management presentations.
• Provision of ongoing support for energy resource monitoring and utility audits.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in energy management, energy audits, and ISO 50001 standards.
• Proven experience in conducting energy assessments at industrial or commercial facilities.
• Strong analytical skills, including data analysis, regression, and benchmarking.
• Ability to develop detailed energy saving and investment plans.
• Excellent report writing and presentation skills.
• Capacity to facilitate awareness sessions and stakeholder engagement.
• Knowledge of utility auditing, renewable energy options (if requested), and utility metering requirements.
• Experience in supporting implementation of energy efficiency measures.
