Request for Quotations – LISN (PRF-4390)

Objectives

The South African Radio Astronomy Observatory (SARAO), a business unit of the National Research Foundation (NRF), invites quotations for the supply of a Line Impedance Stabilization Network (LISN) for its Business IT Department. The objective is to procure a new, calibrated LISN unit for electromagnetic compatibility (EMC) testing, specifically to be used with Rohde & Schwarz EMI receivers. The equipment must meet specified technical standards and be delivered within three working days of the purchase order.

Scope

Supply and delivery of one (1) LISN unit, or equivalent, with the following characteristics:

• Frequency range: 50 µH + 5 Ω || 50 Ω, 250 µH isolating choke.
• Current rating: 4 x 63 A with CEE connector (63 A on front panel).
• Includes internal artificial hand, cooling fans, and built-in remote control (RC) with power supply.
• Control compatibility: Must be selectable from Rohde & Schwarz receiver menus or EMC32 software without additional programming.
• Threshold functions: Automatic fan activation (threshold 1) and optical/acoustic alarm (threshold 2).
• Option RC: Must support Rohde & Schwarz EMI receivers with 9-pin AUX port (ESL with FSL–B5 option, ESR, ESRP).
• Remote control cable (RCCAB) as required by receiver type.

An equivalent product may be offered, but must meet all specified functional and technical parameters.

Technical Requirements

• LISN (Line Impedance Stabilization Network): A device used in EMC testing to provide a stable impedance to the equipment under test and to isolate it from the power supply, allowing accurate measurement of conducted emissions.
• Artificial hand: A test circuit simulating the human hand’s impedance for testing handheld or touchable equipment.
• CEE connector: A standard industrial power connector (IEC 60309) rated for 63 A.
• Built-in RC: Remote control functionality enabling the LISN to be controlled via receiver software without manual adjustments.
• Firm prices only: No price adjustments for exchange rate variations will be accepted. Offers must be valid for 60 days from the closing date.
• Delivery to SARAO, Liesbeek House, River Park, Gloucester Road, Mowbray, Cape Town, 7700, within 3 working days after issuing the purchase order.

Skills and Compliance Requirements

• Bidders must complete and submit all mandatory (M) documents: signed SBD 1, SBD 3.1 (pricing schedule), SBD 4 (bidder’s disclosure), SBD 6.1 (preference points claim), and a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• For quotations ≥ R2,000 (VAT inclusive), the 80/20 preference point system will apply: 80 points for price, 20 points for B-BBEE specific goals (e.g., ownership by historically disadvantaged persons, women, youth, people with disabilities). Bidders must indicate their claimed goals in SBD 6.1.
• Bidders must be registered on the Central Supplier Database (CSD) for tax compliance.
• All prices must be firm and include VAT; a detailed cost breakdown on official letterhead is required.
• Payment terms: 30 days from receipt of valid invoice upon delivery and acceptance. No prepayments allowed.
• SARAO’s terms and conditions (National Treasury General Conditions of Contract) prevail over any supplier terms.

Evaluation Process

The RFQ will be evaluated in two phases:

1. Phase 1 – Administrative compliance: All mandatory documents must be submitted and completed to proceed to Phase 2.
2. Phase 2 – 80/20 evaluation: Points awarded for price and B-BBEE status. The successful bidder will be the one with the highest total points (for bids > R2,000) or the lowest acceptable quotation (for bids ≤ R2,000).

Additional Notes

• SARAO reserves the right to withdraw, re-advertise, or accept partial quotations; it is not bound to accept the lowest bid.
• Fraudulent claims or collusive practices will lead to disqualification and possible referral to authorities.
