Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a detailed review of the Annual Financial Statements (AFS) for SANPC and SFF for the financial year ending 31 March 2026. The review aims to assess the appropriateness of accounting treatments, verify the accuracy and completeness of the financial statements, and provide technical opinions on disclosures related to assets leased, assigned, or disposed of from SFF to SANPC.

Scope

The scope of work includes:

• Performing a comprehensive review of the validity, accuracy, and completeness of the AFS in accordance with IFRS standards.
• Reviewing the appropriateness and relevance of accounting policies and disclosure notes.
• Providing a technical opinion on disclosures related to assets leased, assigned, or disposed of from SFF to SANPC.
• Understanding and reviewing master lease, assignment, project agreements, and related schedules supporting the transactions.
• Reviewing supporting working papers, journals, and schedules to ensure journalized transactions are accurate.
• Delivering a detailed technical report highlighting issues, recommended accounting treatments, and confirming the appropriateness of accounting policies.

Technical Requirements

The technical requirements include:

• Demonstrated experience in reviewing financial statements in accordance with IFRS.
• Proven experience working with state-owned entities or large corporations.
• Capacity to deliver quality work within tight deadlines.
• Ability to collaborate effectively with SANPC’s finance team.
• Provision of working papers and calculations where discrepancies are identified.
• Compliance with mandatory pre-qualification criteria, including registration with relevant professional bodies (e.g., SAICA or IRBA).

• Strong analytical and technical accounting skills.
