Objectives

The primary objective is to engage a qualified medical professional to conduct an independent, second-opinion psychiatric assessment aimed at resolving and formally concluding an ongoing Injury on Duty case for a Department of Public Works and Infrastructure employee. The process ensures compliance with statutory health regulations, departmental wellness protocols, and public procurement standards.

Scope

• Conduct a comprehensive medico-legal psychiatric evaluation of the affected employee.
• Deliver a formal medico-legal report directly to the Department Wellness Office for case closure.
• Perform all physical assessments within the Eastern Cape province.
• Adhere to prescribed timelines, reporting formats, and contractual obligations outlined in the General Conditions of Contract.

Technical Requirements

• Must hold current registration with the Health Professions Council of South Africa (HPCSA) as a forensic psychiatrist.
• Submit all mandatory government procurement documentation, including Central Supplier Database (CSD) registration, Tax Compliance Status (TCS) PIN, B-BBEE sworn affidavit or certificate, and the PA-16 Preference Points Claim Form.
• Provide board resolutions or power of attorney authorizing the signatory, along with a completed Bidder’s Disclosure form confirming independence and absence of conflicts of interest.
• Comply with the 80/20 preferential procurement scoring model, which evaluates bids based on price competitiveness and socio-economic transformation criteria.
• Use official, unmodified government bidding forms; late or improperly sealed submissions will be disqualified.
• Accept standard contract clauses covering performance security, inspection rights, warranty periods, penalty calculations for delays, and dispute resolution mechanisms.

Skills Requirements

• Advanced clinical expertise in forensic psychiatry with proven experience in medico-legal evaluations.
• Strong knowledge of South African labour legislation, particularly the Compensation for Occupational Injuries and Diseases Act (COIDA).
• Exceptional analytical and report-writing abilities to produce clear, objective, and legally defensible medico-legal opinions.
• Ability to maintain strict confidentiality, impartiality, and ethical standards throughout the assessment process.
