Objectives

The primary objective of this tender is to procure a service provider capable of supplying, installing, and maintaining a biometric access control system and surveillance cameras at NHLS Ngwelezane and NHLS Stanger laboratories for a period of 24 months. The system aims to enhance security through integrated biometric and RFID platforms, ensuring reliable, scalable, and centralized access management with remote monitoring capabilities.

Scope

The scope encompasses:

• Supply of biometric management hardware and software, including facial recognition interfaces, video intercoms, dome cameras, monitors, and related cabling and power systems.
• Installation of access control points at main entrances, emergency exits, and internal doors, with integration into a central management system via secure VPN tunnels.
• Configuration, commissioning, testing, and certification of all components to ensure full operational functionality.
• Provision of training for security personnel and system administrators.
• Maintenance, support, and warranty services for 12 months post-installation.
• Adherence to technical standards, safety regulations, and compliance requirements throughout the project.

Technical Requirements

The technical specifications include:

• Biometric facial recognition devices with 3.5” screens supporting TCP/IP and RS-485 protocols.
• Door controllers supporting dual-door network management with TCP/IP and RS-485 connectivity.
• Electromagnetic locks, magnetic door contacts, and power supplies with battery backup.
• LAN switches, Cat6A cabling, and VPN routers supporting IPsec/SSL for secure communication.
• Central server hardware with 16GB RAM, 4TB storage, and RAID1 configuration.
• Software licenses for professional access control management with remote diagnostics capabilities.
• Installation methodology covering site assessment, cabling, device mounting, integration, testing, and handover documentation.
• Compliance with relevant standards, including SANS, SABS, and industry best practices.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in deploying biometric access control and surveillance systems in similar environments.
• Qualified personnel with certifications from recognized authorities such as PSIRA, electrical, and electronics certifications.
• Capability to carry out site assessments, cable laying, device installation, configuration, and commissioning.
• Ability to provide comprehensive training, documentation, and ongoing support.
• Compliance with health and safety regulations, including risk management and insurance obligations.
• Experience in working within healthcare or similarly sensitive operational environments, ensuring minimal disruption.
