Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of antemortem blood alcohol kits on an as-and-when-required basis. The procurement aims to ensure a reliable supply of high-quality blood alcohol testing kits to support law enforcement activities, particularly in road safety enforcement and prosecution of DUI cases, until 30 June 2026 or until a new tender is in place, whichever occurs first.

Scope

The scope includes:

• Supply of antemortem blood alcohol kits as specified in the technical requirements.
• Delivery and off-loading of the kits to designated locations within the specified timeframe.
• Provision of kits on an as-and-when-required basis, with a maximum transaction value of R750,000 VAT inclusive or until the expiry date of 30 June 2026, or until a new tender is awarded.
• Compliance with all technical, legal, and safety standards specified in the bid documents.

Technical Requirements

The technical specifications for the blood alcohol kits include:

• Container must be lightweight, tamper-evident, sealed, and capable of environmental temperature control.
• Container must be small, secure, and contain compartments to prevent leakage or breakage during transport.
• Exterior must have holes for cable tie-like seals and display manufacturing, expiry, and lot/batch numbers.
• Contents of the container include:
  • One 10ml glass vacutainer test tube with rubber stopper, sterile, with anti-clotting agent and barcode label.
  • Two seals with unique serial numbers for re-sealing.
  • One sterile needle in a peel pouch.
  • One information leaflet.
• Test tube specifications:
  • Manufactured from glass, minimum 10ml capacity.
  • Sterile, rubber stoppered, with anti-coagulant (potassium oxalate) and preservative (sodium fluoride).
  • Contains a barcode label.
• Seals must be tamper-evident, serial numbered, and capable of preventing access once sealed.
• Labels must be carbonized, affixed securely, and contain serial numbers, barcodes, and space for relevant information.

Skills Requirements

The successful bidder must demonstrate:

• Availability of appropriate infrastructure and resources, including owned or leased plant and equipment suitable for delivery.
• Qualified personnel, including at least one driver with a valid driver’s license.
• Financial capacity to deliver, evidenced by a bank statement or credit facility statement with a minimum balance of R100,000, not older than one month prior to submission.
• Relevant experience in supplying blood alcohol kits or similar medical forensic materials, supported by at least one contactable reference letter.
• Compliance with legislative requirements, including registration on the Central Supplier Database (CSD), tax compliance, and B-BBEE status.
• Ability to meet technical specifications and quality standards for the kits, including environmental control, tamper-evidence, and secure packaging.
