Objectives

The primary objective of this tender is to establish a panel of qualified service providers to deliver loud hailing services for the City of Ekurhuleni (CoE) on an as-and-when-required basis. The services aim to facilitate effective community mobilization, public participation, and dissemination of information across various departments and regions until 30 June 2026 or until a formal tender process is in place, whichever occurs first.

Scope

The scope encompasses the provision of loud hailing services within the entire jurisdiction of the City of Ekurhuleni, covering all six (6) departmental regions and their respective wards. The services include:

• Use of loud hailing equipment such as vehicles, speakers, microphones, amplifiers, and related accessories.
• Deployment of personnel including drivers and announcers to operate the equipment.
• Services to support community outreach, public meetings, announcements, and mobilization activities.
• Provision of services extendable to other departments as required, based on available budget.

Technical Requirements

The technical specifications for the loud hailing services include:

• Provision of suitable loud hailing equipment such as light-duty vehicles, horn speakers, microphones, amplifiers (e.g., 500W, 12V), EV speakers (12-inch, 350W each), and necessary cables and mounting stands.
• Equipment must be capable of delivering clear, loud, and effective broadcasts over large community areas.
• Personnel must include at least two drivers with valid licenses and two loud hailing/announcer personnel with ID copies.
• Equipment and personnel must be available across all six regions and their wards.
• Service providers must demonstrate the ability to deliver services reliably, with equipment owned or leased, and personnel adequately trained.

Skills Requirements

The skills and personnel requirements include:

• At least two qualified drivers with valid driving licenses.
• At least two qualified loud hailers/announcers with ID copies.
• Personnel must have relevant experience in operating loud hailing equipment and conducting community outreach activities.
• Service providers should demonstrate capacity through previous experience, including references from similar projects.
• Ability to operate and maintain the technical equipment effectively during service delivery.
