Objectives

Mbongolwane Hospital, under the KwaZulu-Natal Department of Health, invites quotations for a once-off service to conduct data logging on the hospital’s electrical network. The key objective is to carry out a comprehensive electrical data-logging study on the low-voltage (LV) side of the hospital’s supply, analyse the recorded data, and deliver a specialist report with findings, recommendations, and conclusions. The hospital will remain fully operational throughout the logging period, so work must be planned and executed with minimal disruption.

Scope

• One job comprising connection, monitoring, data collection, analysis, and reporting.
• Data loggers are to be connected to the hospital’s essential electrical panel, with the agreement of the Engineer in charge.
• Logging is to take place over an agreed duration, currently indicated as 5 days; the Department reserves the right to vary this period.
• All raw data must be downloaded and analysed, with a detailed report submitted within 7 working days after meter removal.
• A compact disc (CD) containing raw data and analysis must be provided.
• Data loggers and associated equipment remain the property of the service provider and must be removed after logging.
• A kick-off meeting is compulsory for the successful bidder before work begins.
• No work may commence without prior authorisation from the Facility Manager.
• The service provider must submit a connection methodology and a hazard identification/mitigation plan.
• Rates must include transport, labour, profit, specialist mark-ups, connection of loggers, and the production of the report.

Technical Requirements

• Compliance with the Occupational Health and Safety Act (Act 85 of 1993), SANS 10142 (wiring of premises), NRS 048 (electricity supply quality), and other applicable standards.
• Metering accuracy must be within 5%.
• Loggers must be able to measure harmonics, with particular attention to harmonics coming into the facility rather than internally generated harmonics.
• Logging interval must be 10 minutes.
• At a minimum, the following parameters must be logged:
  • Voltages
  • Currents
  • Frequency
  • Real and reactive power
  • Power factor
  • Maximum demand
  • Dips and swells
• Analysis must use NRS 048 as a guideline, at minimum, for comparing results.
• Logging must be conducted on the LV side of the electrical network.
• Selected loggers must be approved by the Engineer in charge before being connected and left on site.
• Connecting work must be carried out by competent, skilled workers under the supervision of a qualified representative of the service provider.
• The final report must be signed by a specialist.

Skills and Compliance Requirements

• Valid SANAS Grade 2EB, 2EP, or higher accreditation relevant to the electrical testing/verification work.
• Proof of more than three similar completed jobs.
• Proof of availability of data loggers and the software to be used for analysis.
• Proof of business address (municipal rates statement, affidavit, or equivalent documentation).
• Valid CIPC registration documents.
• B-BBEE status level verification certificate or sworn affidavit for Exempt Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs).
• Central Supplier Database (CSD) compliance report.
• Tax compliance must be verifiable via SARS and CSD.
• Bidders must be registered on the Central Supplier Database; unregistered or failed verification will disqualify the bid.

Failure to meet the mandatory returnable requirements will render a quotation non-responsive and it will not proceed to later evaluation stages.
