Objectives

The primary objective of this tender is to appoint a qualified and experienced executive search service provider or recruitment agency to conduct headhunting and selection services for the position of Deputy Director-General in Supply Chain Management. The goal is to source, assess, and recommend suitably qualified candidates with leadership capabilities in supply chain disciplines.

Scope

The scope of work includes:

• Conducting executive headhunting and recruitment for the SMS level position.
• Identifying qualified candidates from both public and private sectors.
• Assessing candidates' qualifications, management experience in Supply Chain Management, Procurement, Logistics, Contract Management, Infrastructure Procurement, Finance, or related fields.
• Providing documentation such as candidate profiles, summaries, and suitability reports.
• Facilitating the interview process and supporting candidate liaison.

Technical Requirements

The service provider must meet the following technical criteria:

• Minimum of 8-10 years’ experience in executive recruitment and selection, demonstrated through a company profile.
• Team Leader qualifications: Tertiary qualification in Human Resource Management, Industrial Psychology, Public Management, Administration, or Management Services, with relevant experience.
• Team Leader experience: 8-10 years in recruitment and selection, supported by a CV.
• Two Consultants: Tertiary qualification in relevant fields, with 3-5 years’ experience in recruitment, supported by CVs.
• Provision of three recent reference letters (no older than 5 years) confirming successful recruitment services for senior management positions.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in executive search and headhunting, particularly for senior management and executive roles.
• Strong understanding of supply chain management and related disciplines.
• Ability to assess candidates' qualifications, management experience, leadership qualities, and suitability for the SMS level position.
• Proficiency in candidate screening, profile compilation, and interview coordination.
• Capacity to provide detailed reports and recommendations on the top suitable candidates.
• Adherence to confidentiality and compliance with relevant labour and recruitment legislation throughout the process.
