Tender Summary: Rezoning of Municipal Properties

Objectives

The primary objective is to rezone two municipal properties to optimize their land use and generate enhanced revenue for the municipality.

Scope of Work

The successful bidder will manage the full rezoning process for two specific sites:

• Erf 156, Morebeng
• Erf 07, Mogwadi

For each property, the scope encompasses four core deliverables:

1. Inception and status quo report
2. Compilation and lodging of rezoning applications
3. Facilitation of public consultation
4. Securing final regulatory approval

Technical Requirements

• Bidders must be registered on the Central Supplier Database (CSD).
• Quotations must be submitted on official company letterhead and remain valid for fourteen days.
• Submissions must be complete; incomplete quotations will be disqualified.
• Payment will be processed within thirty days of invoice receipt.
• Evaluation utilizes an 80/20 preference point system (80 points for price, 20 points for socio-economic goals per the PPPFA 2022).
• Bidders must commit to skills transfer during project execution.
• Company experience must be substantiated with three appointment letters or orders featuring contactable client references, specifically demonstrating experience in rezoning applications, closure of public places, and preparation of special zoning annexures.

Skills Requirements

The project mandates a designated Professional Planner who must satisfy the following criteria:

• Minimum of three years’ relevant experience in rezoning, closure of public places, special zoning annexures, and Site Development Plans.
• Certified copy of an NQF Level 7 or higher qualification in Town and Regional Planning, Urban and Regional Planning, or an equivalent discipline.

Notes on Specialized Terms

• Closure of public places: The statutory procedure to remove public road or reserve status from municipal land, enabling its reallocation for alternative development or municipal use.
• Special zoning annexures: Supplementary planning regulations attached to a local zoning scheme that impose parcel-specific conditions, requiring expert legal and spatial drafting.
• Site Development Plans (SDP): Comprehensive layouts detailing proposed building footprints, infrastructure networks, access routes, and compliance with municipal spatial planning bylaws.
• NQF Level 7: A South African National Qualifications Framework designation equivalent to a Bachelor’s degree or Advanced Diploma.
• PPPFA 2022: The Preferential Procurement Policy Framework Act, which governs the 80/20 scoring methodology and allocates preference points for historically disadvantaged groups, including women, youth, persons with disabilities, and local businesses.
