Objectives

To procure high-quality branded promotional materials and corporate apparel for municipal communications, executive representation, and community events. The tender aims to maintain strict alignment with the Phumelela Local Municipality’s visual identity and service delivery mandate while promoting local economic participation through structured procurement preferences.

Scope

The successful bidder will supply and deliver a fixed list of branded goods to Vrede. The procurement includes:

• Four 2.2m lantern banners
• Two 3×3m gazebos
• Three medium bomber jackets
• Two 6.0×2.25m backdrop wall banners
• Four 1.2×2.0m pull-up banners
• Four 2×3m A-frame banners
• Four 3×2m tablecloths
• Three medium T-shirts
• Ten one-size-fits-all branded bibs
• Two 1.8×0.75m folding white tables

All items must feature the municipality’s official logo, name, and slogan. The municipality reserves the right to increase or reduce quantities after award. No delivery or service rendering is permitted prior to issuance of an official order form.

Technical Requirements

• Strict adherence to specified dimensions, quantities, and design layouts provided in the annexures.
• Apparel must be white and feature high-quality full-colour embroidery only; printing, heat transfer, or screen printing is prohibited.
• Embroidery specifications mandate Arial Bold/Block font, black thread, and precise placement measurements for logos and text on front, back, and chest areas.
• Signage and event furniture must replicate reference images exactly, including colour accuracy, logo repetition patterns, and slogan integration.
• All quoted prices must be inclusive of delivery costs to Vrede.
• Mandatory compliance documentation includes a valid tax compliance PIN, a fully completed and signed MBD 4 form, and proof of Central Supplier Database (CSD) registration.

Skills Requirements

• Proven expertise in large-format banner production, backdrop manufacturing, and gazebo/A-frame structural assembly.
• Advanced textile branding capabilities, specifically industrial-grade embroidery for jackets, golf shirts, and bibs.
• Strong attention to detail for colour matching, typography scaling, and spatial layout execution.
• Reliable logistics and supply chain management for timely delivery to regional locations.
• Familiarity with South African municipal procurement regulations and compliance documentation standards.

Unusual or Complicated Terms

80/20 Preferential Point System: Evaluation weights 80% on price and 20% on specific goals. Points are awarded based on supplier locality, with maximum points granted to businesses operating within the Phumelela Local Municipality boundaries. Points decrease progressively for suppliers located outside the municipality, district, or province. Claiming these points requires verifiable proof of local address (e.g., municipal account, lease agreement, or ward councillor confirmation).

Embroidery-Only Branding: The tender explicitly prohibits printed graphics on apparel. This requires specialised multi-head embroidery machines and skilled operators to ensure durability, professional finish, and accurate colour reproduction.

AI-Generated Design References: Layout sheets are acknowledged as AI-generated placeholders due to limited internal graphic design capacity. Bidders must interpret these visuals accurately, request final digital proofs, and confirm alignment with municipal branding standards before commencing production.
