Tender Summary: Airport Runway Edge Tree Maintenance

Objectives

The primary objective is to ensure aviation safety and regulatory compliance through the systematic maintenance of vegetation along airport runway edges. This involves controlled clearing of unwanted plant growth and professional tree management to eliminate potential hazards to aircraft operations and ground infrastructure.

Scope of Work

• Core Activities: Clearing unwanted vegetation and executing tree management across both landside and airside zones.
• Technical Specifications: Vegetation must be trimmed to a uniform height of 100mm and width of 100m. A strict 2m clearance zone must be maintained along all perimeter fences.
• Contract Duration: One week, inclusive of any statutory or builder’s holidays occurring within this timeframe.
• Operating Hours: Monday to Friday, 07:00 to 16:30. Any work conducted outside these hours requires written approval from the Project Leader.
• Site Restoration: All cuttings, debris, and discarded materials must be fully removed from the premises. On-site burial of waste is strictly prohibited.
• Performance Penalties: A daily penalty of R500.00 will be levied for each day or partial day the project remains unfinished beyond the agreed completion date.

Technical Requirements

• Safety & Legal Compliance: Strict adherence to the Occupational Health and Safety Act (Act 85 of 1993) and the Compensation for Occupational Injuries and Diseases Act (Act 130 of 1993).
• Insurance Coverage: Valid public liability insurance with a minimum coverage of R500,000. Policy certificates must be provided prior to contract commencement.
• Mandatory Registrations: Active registration with the Central Suppliers Database (CSD) and the Municipal Council Database is compulsory for evaluation eligibility.
• Submission Documentation: Quotations must be completed in black ink, fully signed, and accompanied by a Tax Compliance Certificate, Letter of Good Standing from the Compensation Fund, and all prescribed MBD declaration forms. Any pricing alterations must be manually countersigned by the bidder.
• Work Planning: Contractors must submit a comprehensive method statement and execution programme to the Project Leader before mobilization.
• Pricing Conditions: All unit rates must exclude VAT. The municipality will not approve any price increases or unapproved modifications after the submission deadline.

Skills & Experience Requirements

• Industry Experience: Demonstrated minimum of three (3) years of hands-on experience in commercial tree felling and vegetation management.
• Proof of Competence: Submission of a reference list detailing similar projects successfully completed, which will be verified during evaluation.
• Evaluation Weighting: Relevant past performance and technical capability will form a critical component of the scoring matrix.

• Landside vs. Airside: Standard aviation zoning terminology. "Landside" refers to public-access and non-restricted municipal areas, while "Airside" denotes secure operational zones adjacent to runways and taxiways, requiring enhanced safety, security, and clearance protocols.
• CSD Registration: The Central Suppliers Database is a mandatory national registry administered by National Treasury. All vendors must register here to qualify for any South African public sector contract.
• MBD Forms: Municipal Bid Documents used to legally verify supplier compliance, disclose conflicts of interest, confirm independent bidding practices, and certify historical supply chain conduct.
• Preferential Procurement (80:20 System): A scoring framework where 80 points are awarded based on competitive pricing and 20 points on transformation targets, prioritizing enterprises owned or managed by women, youth, persons with disabilities, and residents of rural areas or townships.
